- Vendor question and answers This combined synopsis/solicitation is issued as a 100% small business set-aside under NAICS Code 221310 (Water Supply and Irrigation Systems) for the procurement of commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Agriculture, Farm Services Agency (FSA) is seeking a contractor that can provide maintenance for water treatment systems and associated analytics. All vendors interested in submitting a quote for consideration should do so, prior to the solicitation closing date, in the form of an email to the point of contract listed in this in this announcement. All submissions should be in accordance with the stipulations set forth below: 1. Quote shall be based upon the attached Statement of Work (SOW). 2. Quotes will be evaluated based on Lowest Price Technically Acceptable. 3. All quotes shall include not only the total price, but all costs associated with the requirement. EACH OFFEROR MUST IDENTIFY WHICH LOCATION(S) THEY ARE BIDDING ON IN THEIR PROPOSAL AND PROVIDE A SEPARATE CLIN FOR EACH. EVALUATION 52.212-2 EVALUATION -COMMERCIAL ITEMS (JUN 2008) The Government will award on the basis of the Lowest Price Technically Acceptable (LPTA) source selection process pursuant to FAR Part 15.101-2. The government will issue multiple awards resulting from this solicitation to the responsible Offeror(s) whose offer conforms to the solicitation. LPTA means that the award will be made to the Offeror(s) whose price is lowest among all proposals that were deemed to be technically acceptable. TERMS AND CONDITIONS 52.252-2 CLAUSES INCORPORATED BY REFERENCE (FEB 1998) This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
