Description
SOURCES SOUGHT NOTICE This is not a solicitation announcement. This is a sources sought announcement only. The purpose of this announcement is for market research purposes only. Responses to this announcement will be used by the government to make appropriate acquisition decisions. A subsequent solicitation announcement may follow. Responses to this announcement will not be considered as an adequate response to any future announcement. SYNOPSIS The Thomas E. Creek VA Health Care System located at 6010 West Amarillo Boulevard in Amarillo, TX 79106 is seeking sources under NAICS Code 621111 (size standard of $10 million) to provide cardiology on call coverage 24/7, see inpatient consults as needed by cardiologist. REQUIREMENTS The physician must be board certified in interventional cardiology or have interventional cardiology privileges at local Amarillo Hospitals. To ensure the continuity of services, this will not be an agency locum tenens contract, but will be a contract directly with a local and established physician group in the Amarillo, Texas area. The contract physicians must be located within 30 minutes of the Amarillo VA. SUMMARY OF WORK A.The general outline of work to be performed includes, but is not limited to the following items: 1. * On-call coverage for 7 days a week 24 hours a day. Facility designated routine invasive/interventional procedures. On-call coverage and performance of inpatient, outpatient and phone consultations for General Cardiology Beside evaluations of patients when appropriate. 2.Transesopheageal echo s and other procedures that need to be performed/read at the Amarillo VA. Procedures to be documented in CPRS. Patient names must be submitted with the invoice for payment. 3.Inpatient pacemaker placement and ICD implants performed at the Amarillo VA. 4.Two half day clinics for cardiac devices, pacemaker, ICD, etc., scheduled per week at the VA. 5.Contractor agrees to provide board certified/eligible cardiologist consulting physician who specializes in the diagnosis and treatment of cardiac diseases. Need physician(s) available on call 24 hours a day 7 days a week to provide care for on call coverage for cardiac patients. This would be a consultation service available to discuss the case with the Cardiologist on-call. 6.All services and care are to be provided consistent with the national standard of care, based on best clinical judgment, VA/VHA clinical guidelines, VA/VHA directives, pertinent VA/VHA performance measures and guidelines. It is recognized by both parties that the best quality of care is provided to our patients. 7.CONTRACTOR WILL ADHERE TO ALL APPLICABLE ORGANIZATIONS POLICIES AND ALL APPLICABLE LAWS, REGULATIONS AND JCAHO STANDARDS. 8.A board certified/eligible Cardiologist with experience, assigned by the contractor, will cooperate with all VA credentialing and privileging requirements. 9.This includes cardiology consultation service will be available via telephone and when urgent or stat inpatient consult cardiologist will come see patient in- house. Inpatient consults will be seen depending on urgency identified on consult. 10.Contractor should be available to respond to the Thomas E. Creek VA Health Care System depending on urgency of inpatient consults: Urgencies are the time frame urgency indicating how quickly results from this consult are needed. The levels of urgency to be used for requesting consults: Stat inpatient consults will be seen by the specialty/subspecialty service as soon as possible, but no more 3 hours after receipt of consult request. In addition to completion of a stat electronic consult, direct communication between the requesting provider and receiving service must take place and that communication must be documented in the electronic medical record (CPRS). Urgent inpatient consults will be seen by the specialty/subspecialty service and completion of a urgent electronic consult direct communication between the requesting provider and receiving service take place and communication documented in electronic medical record within 12 hours but no longer than 24 hours of consult request. In addition to completion of an electronic consult, direct communication between the requesting provider and receiving service must take place and that communication must be documented in the Computerized Patient Record System (CPRS) electronic medical record. Routine inpatient consults will be seen by the specialty/subspecialty service and a consult report will be signed and available to the requesting provider preferably within 24 but no longer than within 72 hours of being requested. 11.All medical charting shall be kept current and complete in accordance with the policies of the medical center prior to invoice payment. ADDITIONAL INFORMATION A purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these items in writing to the attention of the Contract Specialist listed in this announcement by 5:00 PM EST on April 20th, 2011. Phone calls will not be accepted.
