Description
U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), on the behalf of NOAA National Marine Fisheries Services (NFMS) intends to negotiate on a sole source basis with Michael G. Frick, 59 North Bedford Street, Apt #1, Arlington, Virginia for the award of a Contract under FAR part 13 Simplified Acquisition Procedures. This Acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1 (1) and 41.U.S.C. 253(a)(1), "Only responsible source and no other supplies or services will satisfy agency requirements." Solicitation number DG133E-11-RQ-0372(GJB) is issued as a request for quotation. This solicitation document incorporated Statement of Work, provisions and clauses. The provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular 2005-43. This acquisition is a total set-aside for Small Businesses. The associated NAICS code and small Business size standard is 813312 and $14.0M. The only known source is Michael G. Frick can provide the requested services. Vendors who have believe they have the ability to provide Gastrointestinal content from dead stranded sea turtles collected under BP Deepwater Horizon oil spill are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements. The response be sufficient to permit the agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government.
