Description
Amendment 0003 The U.S. Army Corps of Engineers - St. Paul District intends to issue an Invitation for Bid (IFB) for the Devils Lake Flood Risk Management Phase 2B Embankments / East Ditch Pump Station construction project. The project will provide flood protection to the city of Devils Lake, North Dakota. Project work consists of, but is not limited to, furnishing all plant labor, material and equipment to raise the existing embankments along Devils Lake from elevation 1461.2 to 1468.2 (1467.2 design elevation plus 1' additional for settlement) for a reach beginning on the east side of town just south of Highway 2 and continuing along the existing embankment to the west for approximately 8,700 feet as well as a separate reach beginning at the intersection of HWY 20 and the existing embankment and continuing along the existing embankment to the northeast for approximately 4,800 feet, construct a new interior drainage pump station/gatewell (cofferdam construction required), remove existing gatewell (cofferdam construction required), and demolish existing pump station. The embankments will have up to 12 feet (approx.) of differential head across them. The construction contractor will be required to excavate into the existing embankment and also into the subsurface materials beyond the dryside toe of the existing embankment. In some instances, the subsurface materials beyond the dryside toe of the embankment will be soft and saturated. The construction contractor will be required to monitor and maintain the stability of the existing embankment throughout the duration of the project. Shoring and sheeting of excavation areas will be required in certain defined locations. The main components of the project are: clearing, stripping, excavation of existing flood protection embankment, common excavation, placement of new impervious embankment fill & sand drain, riprap slope protection and pump station construction. This is an UNRESTRICTED procurement. The estimated price range is between $25,000,000 and $100,000,000. The North American Industry Classification System (NAICS) Code is 237990. The small business size standard is $33.5 million. All responsible sources may submit a bid which shall be considered by the agency. The tentative date for opening bids is 22 April 2011. The estimated date for completing contract performance is 30 November 2012. It is the responsibility of interested parties to monitor this site for the solicitation and amendments.
