Description
The Naval Air Systems Command (NAVAIR) intends to issue a Delivery Order under Basic Ordering Agreement number N00019-08-G-0008 to Northrop Grumman Herndon, Virginia for NP2000 aircraft modification effort. The period peformance for this contract will be twelve months after contract award for the base year and twelve months for each of two option years. The aircraft modification to NP2000 configuration includes, but is not limited to, the removal of the 54460 propeller system, removal and installation of aircraft and engine wiring, modification of the engine/propeller control panel, modification of the de-ice test set, modification of the overhead circuit breaker panel, installation of the NP2000 junction box, removal of the Reduction Gear Assembly and replacement of the engine torqemeter, and installation of the NP2000 Propeller and Control. Upon completion of the mod, the Contractor will assist with the performance of pre-FCF functional checks of the affected systems including Low Power, High Power, Torquemeter run-out check, and Propeller Dynamic Balance runs. NGSC is the sole designer, developer, systems integrator and manufacturer of the E-2 and C-2 aircraft and weapons system and as such is the only firm possessing the knowledge, experience and technical data necessary to provide the required supplies and services in a timely manner for the purposes of meeting the fleet's operational needs. Interested persons may identify their interest and their capability to respond to the requirement or they may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after the date of publication of this synopsis will be considered by the government. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. A subcontracting plan will be required in NGC's proposal and NGC's Stepehn K Mullen will be the POC for small businesses interested in subcontracting for the effort.
