Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NEED2000-11-02568 is being issued as a Request for Quotation. The North American Industry Classification System Code (NAICS) is 541330 and business size of $4.5M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NEDSIS), Office of Research and Applications (E/RA), has a project to Diagnosing Temporal Trends in Thunderstorm Severity Using Coupled Proxy GOES-R Advanced Baseline Imager and Global Lightning Mapper Data. This project will use a satellite-based 'storm severity index' product to understand temporal trends in thunderstorm severity and make recommendations for future GOES-R products and applications. Items such as turbulence, convective-initiation, and overshooting-top/enhanced-V signatures are all important parameters for geostationary operational environmental satellites (GOES) to calculate. In the future a Global Lightning Mapper (GLM) and an Advanced Baseline Imager (ABI) will be available on GOES-R. Derived GLM/ABI products are a natural fit into enhancing and understanding possible severe storm and aviation-related applications. This task is to evaluate the usefulness of a Storm Severity Index product to identify temporal trends in thunderstorm severity. DELIVERABLES: 1) Correlate the satellite-based storm severity index product with MSG SEVIRI static spectral data and TRMM/LIS data as proxies for the GOES-R ABI and GLM instruments; 2) Correlate the temporal trends in the MSG SEVIRI spectral data as well as anvil expansion rates, coupled with lightning flash-rate data from TRMM/LIS with the satellite-based storm severity index product; 3) Investigate differences in storm intensity indicators between an all-land domain and all-ocean domain in the Equatorial Africa and Atlantic Ocean region; and 4) Document the results of 1-3 in a peer-review quality paper along with recommendations for future GOES-R products and applications. Period of Performance: Date of Award through March 30, 2012. The resulting purchase order shall negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - No acceptable, not adequate to carry out. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50.
