Solicitation Number: VA244RI0190 Notice Type: Intent to sole source Synopsis: This is a Notice of Proposed Contract Action Synopsis. This proposed contract action is published to notify potential sources that the Department of Veterans Affairs intends to award a sole-source, firm fixed price contract under the authority of FAR 6.302-1 (Other than Full & Open Competition) to J.V. Rigging, Inc., located at 740 Greensburg Rd., P.O. Box 4097, New Kensington, PA 15068. The award is to provide the rigging and transportation of heavy and complex specialized machinging and prototyping equipment from the Human Engineering Research Laboratory (HERL) located at 7180 Highland Dr., Pittsburgh, PA 15206, to the new facility located at Bakery Square, 5425 Penn Ave., Pittsburgh, PA 15206. The date range of the move is estimated to be between 5/1/11 and 6/1/11. Actual time required to move the equipment is unknown- but is estimated to be 2-3 weeks. The work will require industrial rigging equipment to move @ 47 pieces of equipment from their current location within confined spaces at the Highland Drive location to the new location with some equipment being delivered to the basement and some to the. Equipment weight ranges up to 55,000 lbs and will require varying degrees of disassembly and reassembly and the use of certified electricians as required for unhooking and hookup. There are also significant insurance requirements. This award will be made using simplified acquisition procedures. The term of this contract is estimated to be 2-3 weeks. The applicable NAICS code is 238290 and applicable size standard is $5.4 million. This is not a request for competitive quotes, but responses received on or before April 5th will be evaluated. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Respondents will not be notified of the Government's determination. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action.
