Description
Description: FY 2012 Standards Enforcement for FMVSS No. 223, "Rear Impact Guards" Objective: The National Highway Traffic Safety Administration (NHTSA) of the Department of Transportation (DOT), has a need to procure test and inspection services to determine whether rear impact guards designed for use in motor vehicles comply with the requirements of FMVSS No.223. Background: Federal Motor Vehicle Safety Standard (FMVSS) No. 223, "Rear Impact Guards", applies to rear impact guards for trailers and semitrailers subject to FMVSS No. 224, "Rear Impact Protection". The standard was created to reduce the number of deaths and serious injuries that occur when light duty vehicles collide with the rear end of trailers and semitrailers. The test provisions include testing for strength at three locations on the rear impact guard, a test to determine energy absorbed, and verification of labeling requirements. The Contractor shall furnish the necessary qualified technical personnel, facilities and equipment to perform inspection and compliance testing services necessary to determine conformance of sample rear impact guards with the requirements of Federal Motor Vehicle Safety Standard No.223, "Rear Impact Guards". The contractor shall provide reporting services in conjunction with the inspection and compliance testing services. The Contractor shall conduct inspections and tests of the samples provided. Testing to be conducted and test items required per test are as outlined in the OVSC Laboratory Test Procedure No. TP-223-00, Rear Impact Guards, dated October 20, 1997 (see section J of this package). Contract Award: The contract will have a total possible performance period of sixty (60) months. This includes a base period of twenty-four (24) months, and if executed, an option period of twenty-four (24) months, and a final option period of twelve (12) months. This solicitation is full and open competition. The NAICS code is 541380. Solicitation: The solicitation DTHN22-11-R-00470 will be available for downloading from http://www.fedbizopps.gov/ on or about April 18, 2011. All questions regarding this solicitation must be submitted in writing via e-mail to daniel.manning@dot.gov no later than April 8, 2011. The anticipated award date for this resultant contract is expected on or about June 24, 2011.
