- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), NIH Center for Translational Therapeutics (NCTT), to negotiate/award a purchase order to Pion Inc, 5 Constitution Way, Woburn, MA, 01801 for the purchase of a pION PAMPA Evolution 96 TM and µSol Evolution 96 TM system. The NIH Center for Translational Therapeutics (NCTT), Therapeutics for Rare and Neglected Diseases (TRND) Branch requests purchase of the pION PAMPA Evolution 96 TM and µSol Evolution 96 TM system. The pION PAMPA Evolution 96 TM and µSol Evolution 96 TM system is unique. It is the only product from any vendor that runs the proprietary Double-Sink TM PAMPA and direct UV kinetic solubility assays. There are no competitors. The pION system consists of the following: 1) perpetual license for command software to run a Tecan EVO robot for the PAMPA assay 2) perpetual license for command software to run a Tecan EVO robot for the µSol assay 3) consumables for 10 sets of compounds for both assays 4) Gut-Box TM instrument - for sample incubation, agitation and assay acceleration 5) data analysis software that applies an in-depth understanding of the property fundamentals to providing optimal processed predictive data 6) one year license for a remote seat for the software Product Description: 1. 110266, PAMPA Evo 10-Plate Package 2. Installation, PAMPA Evo Installation and Training 3. 120429, PAMPA Evolution Desktop License 4. 120424, µSol Evo Add-on to PAMPA Evo This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements, and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-50 (March 16, 2011). The North American Industry Classification Code (NAICS) is 334516 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
