- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A Request for Quotes is solicited as Solicitation No. W91243-11-T-0007. Twist-In-Place Roller (TIPR) Cargo Holding/Hauling System to be purchased for the Nebraska Army National Guard. All vendors are provided the opportunity to provide an offer to include documentation for quoted system that meet or exceed the requirements of the performance criteria of the following: The quoted system must have the ability to be 1) installed in the aircraft manually with limited manpower, using hand tools; 2) provide access and functionality to 100% of the tie-downs available after installation; 3) have a complete system weight of less than 800 pounds for manueverability and handling by personnel; Include the Airworthiness Release Approval for use specifically in the CH-47D Helicopters. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-49, dated 24 Jan 2011. This requirement is solicited as full and open competition based on the market research completed. If 2 or more small businesses respond to this solicitation and are found capable and compliant the requirement will be changed to a Small business set-aside. The NAICS Code applicable is 332999 and size standard is 500 employees. All interested parties are invited to provide a proposal as follows: Solicitation No. W91243-11-T-0007, CLIN 0001, Twist-In-Place Roller (TIPR) Cargo Hauling System, 2 Each with FOB Destination: AASF #2, Grand Island, NE. CLIN 0002, Shipping Charges. All interested offerors must provide delivery time. Delivery is required no later than 30 Jun 2011. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable to this acquisition. Each offeror is required to submit a written proposal to include pricing that will provide adequate detail as to the offeror's ability to meet the requirements of the solicitation. Past performance and technical are considered equal to each other and together are considered equal to price in importance. Offerors are required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Responses to this combined synopsis/solicitation shall be received no later than Thursday, March 29th, 2011 by 3:00 p.m. DST. Only electronic copies of the proposal shall be accepted.
