- The purpose of this announcement is the Department of Homeland Security, Customs and Border Protection, Air and Marine Acquisition Division intends to obtain navigational database updates to the P-3 aircraft Flight Management System, on a sole source, firm-fixed price basis, from CMC Electronics 600 boul. Dr. Frederik Philips Saint-Laurent, Quebec, Canada, H4M 2S9. The sole source justification is based on CMC Electronics being the Original Equipment Manufacturer (OEM) of these database updates and the only provider maintaining its own proprietary software code for compiling this information. CMC Electronics has provided these services as an agency recognized by CBP for the past seven (7) years. CBP relies on this information to support the modern avionics systems in keeping with the increase in aviation requirements for a global airspace navigation and communications. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm-fixed price.
