- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Electronic Systems Center, Cryptologic Systems Division (ESC/HNCK), intends to purchase 16X16 U/VHF Switch and spare parts, NAICS Code 334220, Size Standard 750. The following 16X16 U/VHF Switch and spare products are required: Qty: 1 EA, 16X16 U/VHF Switch, Part Number 5336; Qty: 1 EA, Spare Controller Board, Part Number 5336-1; Qty: 1 EA, Spare Input Board, Part Number 5336-2; Qty: 1 EA, Spare Switching Board, Part Number 5336-3; Qty: 1 EA, Spare Power Supply, Part Number 5336-4; Qty: 1 EA, Spare Manual Control Board, Part Number 5336-5; Qty: 1 EA, Misc Spares Kit, Part Number 5336-6. ESC/HNCK intends to make an award to the DOW-KEY MICROWAVE CORPORATION due to the fact no other required parts can be substituted at this time, CAGE: 00471 and they are the only known source. As a result, no other vendors can provide the 16X16 U/VHF Switch and required spare products. Refurbished or Surplus items are not acceptable. The Government intends to make an award in the April 2010 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within seven days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Proposals are due no later than 7 April 2010 by 12:00 p.m. CST.
