- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Due to unanticipated delays in the acquisition process of a mobilization support services contract, the Mission and Installation Contracting Command (MICC) at Fort Bliss, TX, intends to award a sole source five month "bridge" contract to the current Contractor; Omega Training Group (OTG), Columbus, Georgia. The support services to be provided by the contract consist of deployment, re-deployment and re-stationing support to Active Component (AC); mobilization/demobilization support to Reserve Component (RC); and Medical Holdover (MHO) support to the installation units/customers in sustainment of the Fort Bliss training mission to support deploying forces. This notice is neither a request for competitive proposals, nor a solicitation of offers.
