- NAVAIR intends award a sole source contract to Lockheed Martin Corporation (LM) to modify up to three (3) additional KC-130J Aircraft with the Harvest HAWK system to include a Target Sight System, Operating Station, Stand-off Precision Guided Munitions and Hellfire Missiles. As the sole source designer, developer, and manufacturer of KC-130J aircraft and the Harvest HAWK system, LM is uniquely qualified to meet the United States Marine Corps 2012 deployment schedule. This synopsis is published for information purposes only. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. There is no commitment by the Government to issue a solicitation, to make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned herein. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
