Description
This is a Sources Sought Notice. This is NOT a Solicitation. The U. S. Department of Transportation's (DOT's) Office of Regulation and Enforcement (C-50) is considering the POSSIBILITY of awarding a new sole-source contract to an SBA-certified 8(a) firm, for Information Technology Services in support of C-50. Any such contract would probably have one base year and two Option Years. This Sources Sought Notice is a part of DOT's search for a qualified 8(a) firm for such a project. An 8(a) firm need NOT necessarily be listed on any GSA Schedule, in order to receive consideration, by DOT, under this Special Notice. Any SBA-certified 8(a) firm that is interested in rendering such IT support services to C-50 shall, not later than 11:59 PM Eastern Time on Sunday, April 24, 2011, e-mail, to james.mowery@dot.gov and to Angela.Freeman@dot.gov, the following materials: (a) a Statement of Qualifications designed to prove, to C-50, that the submitting 8(a) company is fully QUALIFIED to render such IT support services in accordance with the Statement of Work which appears below in this Special Notice; (b) resumes for each of, and for all of, the individual named staff members whom the submitting 8(a) firm estimates would be serving on any EEO investigative support services contract awarded by DOT to the submitting company; (c) a table showing the submitting company's ESTIMATED fully-loaded hourly pay rates for each such named individual staff member; (d) a citation of any relevant GSA-Schedule-Contract which the submitting company happens to hold; and (e) a list of Past Performance References, including the titles or subject areas of each relevant past project performed by the submitting company, and including the contract numbers or project numbers of those past projects, and including the name and title and phone number and e-mail address of a customer-contact-person for each of those past projects; and (f) a copy of the signed SBA-letterhead letter that placed the submitting company in the 8(a) program. PLEASE NOTE THAT RESPONDERS AND PROSPECTIVE RESPONDERS TO THIS NOTICE MUST NOT CALL OR ATTEMPT TO CONTACT DOT'S MS. ANGELA FREEMAN----except for the LIMITED purpose of e-mailing a Statement of Qualifications to her. Moreover, DOT is NOT, at the present time, asking for submission of full PROPOSALS. It is NOT anticipated that any Statement of Qualifications submitted in response to this Sources Sought Notice will constitute a full PROPOSAL. Instead, DOT may HEREAFTER request a full PROPOSAL from any particular 8(a) firm whose Statement of Qualifications, submitted in response to this Sources Sought Notice, indicates that the firm's service on an IT support contract would be most advantageous to DOT. Two other documents which are being posted to FedBizOpps as a part of this Source Sought Notice-----namely the documents named "RMS Job Qualifications" and "RMS Staffing Hours"-----state the qualifications which DOT believes a contractor's staff members would need to possess in order to perform this project, and state the estimated numbers of needed contractor staffing-hours on a per-year basis. Any reader who has any difficulty in reading or interpreting the format of the "RMS Job Qualifications" document or the "RMS Staffing Hours" document, as posted in this Source Sought Notice, may ask Mr. James Mowery ( james.mowery@dot.gov ) to e-mail either or both of those documents to the reader. The following is the Statement of Work for the POTENTIAL IT support services envisioned in this Sources Sought Notice: Statement of Work (SOW) for Information Technology Services to the United States Department of Transportation Office of the Secretary, Office of General Counsel, Office of Regulation and Enforcement, C-50 •1. Overview •1.1. Introduction - This Statement of Work (SOW) outlines the tasks required for Consultant (herein referred to as "Consultant") to provide Information Technology services to the Office of Regulation and Enforcement, C-50, (hereinafter referred to as "Client"). Consultant shall perform in accordance with this SOW, which shall be effective from 10/1/2011, until 9/30/2012. •1.2. Order of Precedence - Any ambiguity or inconsistency between or among the terms of this SOW and the Agreement shall be resolved by giving priority and precedence in the following order: •1. Statement of Work (SOW) •2. DOT contractual policies and procedures •1.3. Scope/Objective - The overall objective of this SOW is for Consultant to provide Information Technology Services. Consultant will provide to Client: Possible Technical enhancements to upgrade the Rulemaking Management System (RMS) - if unfinished under prior contract or not otherwise obsolete •1. Customized report creation tool/wizard. •2. User-friendly error messages. •3. Interactive help menu. •4. Possible interaction with Sharepoint. •5. Updated site navigation. •6. Online user access request forms. •7. Enhanced log in, home page, and welcome screen. •8. Corrections to the RMS data upload into the Regulatory Information Service Center and Office of Information and Regulatory Affairs Combined Information System (ROCIS). •9. Possible interaction with regulations.gov and/or Federal Register. •10. Updated security rights. •11. Possible support and data migration for transition to new system software. •12. Other system, navigation, and system user updates as described by the Client. Application, life-cycle maintenance, and user support of RMS •1. Identify problems in RMS immediately and provide timely corrective actions to maintain functionality. •2. Attend meetings as necessary to review planned activities, problems that surfaced, enhancements requested, and necessary upgrades. •3. Support interface needed to upload RMS data to ROCIS. •4. Provide copies of system and business process documentation. •5. Provide ongoing support for the Windows operating system to ensure the sufficient operating levels of the installed software [Current software: Windows, Oracle, Cold Fusion and Internet Information Server (IIS)] are maintained and updated and that all necessary system packs and upgrades are installed. •6. Design, operate, and maintain backups of all data and provide a process for nonstop performance monitoring to ensure reliable operation and availability to users. •7. Recommend and implement any needed upgrades to meet the performance requirements determined by the Federal Government, Client, and DOT. •8. Use Oracle Enterprise Manager to ensure Oracle table space, rollback segments, and system parameters are optimized for the best performance. •9. Provide user support and a help desk. •10. Continue the ongoing documentation of the system development/source code, report logic, business rules, application support, and all other documentation needed to support RMS and deliver it to DOT prior to the end of the period of performance under this contract. •11. Conduct quality control testing by checking work and testing before delivering to Client. •12. Monitor server performance and report any server problems. •13. Collect server logs and run reports. •14. Evaluate and recommend hardware and software. •15. Maintain and adhere to information architecture. •16. Maintain directory and file structure on servers. •17. Evaluate and recommend technique and design improvements to maintain a high quality, Client-friendly database. Webmaster services for the U.S. Department of Transportation (DOT) regulatory information website ( http://regs.dot.gov ) and management of its related electronic inbox ( reginfo@dot.gov ) •1. Design, operate, maintain, and backup web pages. •2. Design, create, edit, and maintain cascading style sheets and templates. •3. Check for accessibility and privacy conformance on a regular basis. •4. Conduct quality control testing by checking work and testing the web pages. •5. Check for use of persistent cookies on a regular basis. •6. Monitor server performance and report any server problems. •7. Collect server logs and run WebTrends reports. •8. Evaluate and recommend hardware and software. •9. Maintain and adhere to information architecture. •10. Maintain directory and file structure on servers. •11. Evaluate and recommend technique and design improvements to maintain a high quality, Client-friendly web environment. The application and any hardware or software purchased to support it will be the property of Client in accordance with DOT's contractual policies and procedures. Anything not addressed in this SOW is out-of-scope and not included in these services. Either party may submit a Change Request to the other party in accordance with DOT's contractual policies and procedures. •1.4. Contract Type of This SOW - Contract award type shall be a time and material. The period of performance shall be base plus two option years. The initial period of performance will be October 1, 2011 thru September 28, 2012. •2. Consultant Responsibilities •· The Consultant will manage the Project •· The Consultant and Client shall closely monitor key milestones •· Consultant is responsible for developing and maintaining scheduling detail •· Consultant shall present status of the schedule to the client weekly •· Consultant shall inform Client of the dates for all inspections of Deliverables and provide draft copies of the Deliverable prior to inspection, as requested. •· Consultant shall document, track, and resolve all material issues resulting from the inspections. •3. Client Responsibilities •· Client shall provide complete information on its business processes to Consultant in order that Consultant can provide the best possible support. •· Client shall inspect all Deliverables that Consultant develops under this SOW and provide feedback on whether or not it met Clients needs. •4. Facilities Client will provide the required production server and Consultant will provide its own testing server. Consultant will provide its own employee work space, coming to client site for meetings as needed, being otherwise available to serve Client during business hours via phone and email. Project Manager Serves as project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the ordering activity Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), ordering activity management personnel and customer agency representatives. Works with graphic designers and other members of a project team to develop the site concept, interface design, and architecture of the website. Responsible for interface implementation. Requires strong navigation and site design instincts. Knowledgeable in web development methodology to include CM and testing. Typically requires developmental experience in web-based languages. Bachelor's Degree in computer science/systems, information systems/technology, engineering/engineering technology, software engineering/programming, management, natural sciences, social sciences, mathematics, or business/finance or an applicable training certificate from an accredited institution. With five years of additional experience, a degree is not required. Two years of intensive and progressive experience in a computer related field including development and design of software systems and WEB development. Programmer/Analyst Analyzes functional business applications and design specifications for functional activities. Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. May take direction from application engineer to ensure program deadlines are met. This position requires a minimum of five years experience, of which at least three years must be specialized. Demonstrated ability to work independently or under only general direction. Senior Systems Engineer /Architect Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large scale information systems. Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. As appropriate, ensures these systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of an Information Management (IM) solution of the application platform, across the application program interface (API), and the external environment/software application. Evaluates analytically and systematically problems of work flows, organization, and planning and develops appropriate corrective action. May provide daily supervision and direction to staff.
