Attachment 1 - Statement of Work Solicitation Number: AG-3198-S-11-0008 Notice Type: Sources Sought Synopsis: SOURCES SOUGHT NOTICE This is a Sources Sought Notice for market research purposes only and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The U.S. Department of Agriculture, Food and Nutrition Service (FNS) intends to solicit bids in 2011 for the procurement of nationally descriptive files and summary reports on a census of Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) participants (WIC Participant and Program Characteristics (PC) 2012 & 2014 RFP) and is seeking statements of capability from potential contractors. Preference will be given to small businesses with experience and staffing to perform the requirement as demonstrated in the statement of capabilities. In the WIC PC 2012&2014 RFP, FNS seeks the services of qualified contractors to perform a large scale administrative data collection, provide detailed information on the demographic characteristics, economic circumstances and health conditions of WIC participants, and to provide information on the operational characteristics of State and local WIC Agencies to support the agency's management, evaluation and improvement of the program. This is a biennial update to the tasks described in the WIC Participant and Program Characteristics 2008 & 2010 Statement of Work (refer to attachment 1 to the old PC 2008/2010 statement of work). FNS expects that approximately 10 million participant records from about 90 WIC State Agencies will be collected, cleaned, processed and analyzed. The Government requests that all interested parties submit a statement of capability outlining past work that is related to this requirement as stated below. The statement of capability shall include:  Contractor Name  Address  Point of Contact (POC)  POC phone number and e-mail address  Statements of past performance on comparable projects  DUNS number  Business status (i.e. large/small business, disadvantaged, Hub Zone, woman-owned, etc.) The Statement of Capabilities must demonstrate the contractor's expertise in particular social science analysis and evaluation skills (including, but not limited to, data collection and cleaning, statistics, sample size estimations, and nutrition and technical writing). Specifically the contractor must demonstrate experience in performing large scale data collections from multiple State level Management Information Systems (MIS), and in working with State staff who maintain administrative data to ensure that information is received in a usable format and is ready to be further processed. Because State agency MIS systems are maintained independently, the contractor must demonstrate the ability to work with any data platform, database structure, and record format encountered during the data collection phase of the project. In addition, because data in some State systems are maintained in separate files or databases, the contractor must demonstrate expertise in linking records from multiple sources. The contractor should also know that each State codes some of the variables in its datasets using coding systems unique to that State (refer to www.fns.usda.gov/wic/PC2010Guidance.pdf for current data collection guidance to States); recoding and standardizing State agency data is a significant part of the project. Data quality and data completeness are additional concerns. The Agency's experience with previous WIC Participant and Program Characteristics (PC) data collections has proven that it is an iterative process and requires multiple submissions from many States to achieve a complete and valid dataset. FNS is particularly interested in the contractor's experience with data collection projects similar in size, scope, and complexity to PC. The Statement of Capabilities must also demonstrate that the contractor is able to create nationally descriptive data files on a census of participants; including discussion of the contractor's previous experience in sampling and application of appropriate sample weights and the use of SAS for statistical analyses. Finally the Statement of Capabilities must also demonstrate that the contractor is able to produce reports comparable to the level of detail contained in previous WIC Participant and Program Characteristics reports (refer to http://www.fns.usda.gov/ora/MENU/Published/WIC/FILES/pc2008.pdf). Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from responses to this notice may be used in the development of an acquisition strategy and future RFP. No questions will be entertained or comment responded to by the Government. Offerors capable of providing these services should submit the information requested above via e-mail to ty.sar@fns.usda.gov and karen.meade@fns.usda.gov no later than 2PM Eastern Standard Time, April, 8, 2011.
