Description
This is a Request For Information (RFI). The NASA Goddard Space Flight Center(GSFC) is currently seeking potential vendors who could deliver a Microwave SounderInstrument and additional copies for the Joint Polar Satellite System (JPSS). JPSS is ajoint NASA/NOAA program that provides for climate and weather forecasting. The JPSSMicrowave Sounder (JMS) will collect microwave radiance data that when combined with theCross Track Infrared Sounder (CrIS) instrument data will permit the calculation ofatmospheric temperature and water vapor profiles. The JMS Instrument Performance and Operations Specification (IPOS), along with the JPSSGeneral Instrument Interface Document (JGIID) are attached. This RFI is to solicit specific capability information from industry and promotecompetition. For planning purposes, we are requesting that the responses to this RFIinclude the following information: Section 1 Brief description of company capabilities, applicable facilities, andexperience designing and building microwave instruments. Section 2 - Description of previous flight heritage and instrument concept using theattached specification and interface document as a design reference. Section 3 - Notional schedule for instrument implementation through delivery to thespacecraft. Assume three units to be delivered in 2017, 2020, and 2023. Section 4 - Description of key technical, schedule, and price drivers and options tomitigate risks and/or reduce schedule. Any information that is provided must be marked proprietary where applicable. This RFI is for information and planning purposes only and it is not to be construed as acommitment by the Government, nor will the Government pay for the information submittedin response. It is anticipated that NASA/GSFC will proceed with a future procurement andis seeking capabilities from all potential sources for the purpose of determining theappropriate level of competition. However, this RFI does not commit the Government tofuture funding opportunities from NASA nor is it to be construed as a commitment by theGovernment to enter into a contractual agreement. Respondents will not be notified of theresults. As part of its assessment of industry capabilities, the NASA/GSFC may contact respondentsto this RFI if clarifications or further information is needed.
