- Construction Project No. 656-10-173, entitled 'Building 29 Elevator Upgrades'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 238290 applies, along with size standard $14 million applies. The procurement is entitled 'Building 29 Elevator Upgrades' at the St. Cloud VA Medical Center, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required for the construction of: an additional elevator hoistway, a new hydraulic elevator in that new hoistway, demolition of the existing traction elevator and the installation of a new hydraulic elevator in the existing elevator hoistway in Building 29. The work consists of demolition and construction as detailed in the contract drawings and specifications. This work includes interior work in existing rest rooms, offices and portions of the adjoining corridors for the construction of the above-mentioned project. The construction includes but is not limited to construction of new walls, ceilings and floors; plumbing, mechanical and electrical work (including new, modification, expansion and connection to existing systems); and interior finishes. The contractor will be responsible for the removal and oversight of any asbestos that may be encountered as indicated on the construction documents. Work is to be completed in accordance with the contract drawings and specifications. There are NO bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 365 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $1,000,000.00 and $2,000,000.00. All questions must be submitted in writing to the Contracting Officer. No phone calls will be returned. The solicitation will be issued on/about April 15, 2011. A pre-bid meeting/walkthrough is scheduled for April 27, 2011 at 3:00PM CT, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on May 17, 2011. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
