NUMBER: F11PS00548POSTED DATE: 4/1/2011SUBJECT:Scale SampleThis announcement constitutes the only notice.This is not a request for quotes.Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to:Alaska Department of Fish and Game (ADFG)DUNNS: 809387475FOR :Analysis of scale samples collected from sockeye salmon at McLees LakeON:4/18/2011NAICS:541712Fisheries research and development laboratories or servicesAUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval13.106(b) Soliciting from a single sourceDeterminations not to compete this proposed procurement were made because:As a follow-on to an existing project U.S. Fish and Wildlife Service, Anchorage Fish and Wildlife Field Office (USFWS AFWFO) was awarded funding(grant) to continue estimation of sockeye salmon escapement into McLees Lake during 2010-2011. Funding is provided by USFWS Office of Subsistence Management (OSM) through project 10-406. USFWS AFWFO will install and operate a weir at the outlet of McLees Lake, count the sockeye escapement into the lake, and sample a portion of the escapement for age, sex, and length (ASL). A scale will be collected from these fish from which age is determined. ASL data will be sent to Alaska Department of Fish and Game (ADFG, contractor). This contract provides funding for ADFG to age the scales and provide a data file and summary to USFWS AFWFO of the age, sex, and length for each sampled fish. ADFG is a co-investigator in this project. ADFG serves in several roles including management agency for the subsistence fishery in question, as well as the only agency that historically assessed this sockeye return. ADFG has a long history of expertise in aging salmon scales from a myriad of fisheries and escapements; including these very sockeye. ADFG, Kodiak has an aging lab and can incorporate assessment of these samples in a timely manner.
