- Informatica Pricing Spreadsheet This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Informatica-Q1QU4CESM05 and is being issued as a RFP. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. The NAICs code is 511210. This is not a small business set-aside. The Internal Revenue Service (IRS) intends to issue a firm-fixed price purchase order for the below list of Quest Informatica software maintenance. PowerCenter 7 Repository Base 64-bit 1 EA 0002 PowerCenter 7 (8-15) per CPU UNIX Production Enterprise Renewal Maintenance 8 EA 0003 PowerExchange for Flat Files - Batch Option - (1-3 Servers) per Server Prod 1 EA 0004 PowerCenter Connect for SAP R/3 (Platform 8) 32-bit UNIX Production Standar 1 EA 0005 PowerCenter 7 Repository Base 64-bit Production Standard Renewal Maintenance 1 EA 0006 PowerCenter 7 (8-15) per CPU UNIX Production enterprise Renewal Maintenance 8 EA 0007 PowerExchange for Flat Files - Batch Option - (1-3 Servers) per Server Prod 1 EA 0008 PowerCenter Connect for SAP R/3 (Platform 8) 32-bit UNIX Production Standard 1 EA This purchase order will be made on a sole source basis under the authority of FAR Part 6.302-1 (c) brand name and FAR 11.105. Informatica software has been in place and is essential to the performance of the network in the Development, Integration, and Test Environment (DITE). Informatica software is the only software that works in the current IRS environment because it is highly scalable, enables B2B data exchange, Data governance, Data migration, Data synchronization and replication, Enterprise data warehousing, Integration Competency Centers (ICC), Master data management (MDM) and Service-oriented architectures (SOA). Informatica offers all of the above required functions in one software package whereas multiple applications would have to be procured thereby vastly increasing the cost and compatibility issues. Changing software configurations would have a major impact on the performance of the network, learning curve, and could potentially jeopardize the timelines for critical milestones to be achieved. If new software was introduced into the network there could be numerous compatibility issues and potential loss of functionality in current programs which in turn could also jeopardize critical milestones and the ability to complete future tax filing seasons. The use of Quest’s Informatica’s software is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. The Government has determined that only Quest Informatica software maintenance products will meet the Government’s needs. Only brand name products will be considered. “Equal” or comparable products will not be considered. If a vendor submits a proposal with a comparable product the vendor will not be considered for award. The vendor shall be an authorized reseller/provider of Quest Informatica products. The period of performance for this order will be 5/1/2011 – 4/30/2012. The following clauses will apply to this order: FAR 52.212-4 Contract Terms and Conditions-Commercial Items (March 2009), FAR 52.227-14 Rights in Data-General (Dec 2007), FAR 52.227-19 Commercial Computer Software License (Dec 2007), FAR 52.232-33, IR1052.224-9000(a) Disclosure of Information-Safeguards (January 1998), IR1052.224-9000(c) Disclosure of Information – Safeguards (Nov 2005), IR1052.239-9008 (standards a-c): Section 508 - Information, Documentation, and Support (Sep 2006), 1052.239-9009 (Provision 1194.21 standards b, d-l; 1194.22 standards a-p and Provision 1194.31 standards a-f): Section 508 Conformance (Sep 2006). FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, also applies to this order. The vendor shall submit a completed copy of the provision with its offer. Responsible sources who believe they can provide the required product shall submit a completed “Informatica Pricing Spreadsheet” (attached), written capability statement, via email, no later than 10 am ET on April 5, 2011.
