- Justification & Approval for Other Than Full and Open Competition This notice is a combined synopsis/solicitation for the purchase of software licenses and maintenance for brand name Beyond Compare under the authority of FAR 6.302-1. This will be in accordance with the format in FAR 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only written solicitation; quotes are being requested. Submit offers on HTC711-11-Q-D040. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24, dated 28 February 2008. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) code for this procurement is 423430 and the small business size is 100 employees. Per the Brand Name Justification, no brand name other than those stated above can provide the necessary capabilities to perform requirement. A brand name purchase is required in order to fulfill this mission requirement. Part numbers and quantities are specified in the attached RFQ Information Sheet. Offers shall be e-mailed to Caleb Higgerson at United States Transportation Command, Directorate of Acquisition at caleb.higgerson@ustranscom.mil. Offers must not be submitted later than 2:00 PM (Central), 4 April 2011, and must include a completed copy of the attached RFQ Information Sheet.
