- This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition for the Backcalculation of the Long Term Pavement Performance (LTPP) Program Deflection Data. The solicitation will be issued on or about April 1, 2011. Proposals will be due no later than 3PM Tuesday May 17, 2011. **Note: This requirement was previously synopsized in November 2010. RFP was posted on March 30, 2011 but subsequently cancelled due to the posting of erroneous documents** The goal of this project is to select appropriate methods and perform backcalculation of all the deflection data in the current LTPP database for both flexible and rigid pavement sections. This study shall first evaluate and decide the most appropriate backcalculation method(s) for backcalculation of the LTPP deflection data. Using the selected method(s), backcalculated moduli and related parameters shall be derived and integrated into the LTPP database. FHWA intends to award one Cost Reimbursable contract as a result of this solicitation. However, other Offerors must have an approved accounting system to be eligible for award of a cost type contract. The NAICS Code for this effort is 541330 with a Business Size Standard of $4.5 Million.
