Description
The Marine Corps Systems Command (MARCORSYSCOM)intends to issue a competitive solicitation (M67854-11-R-7004)for the procurement of Interim Contractor Support to the United States Marine Corps (USMC)for the Harris Family of Radios in OCONUS locations within the USCENTCOM AOR. Under this effort, Field Service Representatives (FSRs) shall provide training, to include New Equipment Training (NET) and refresher training, radio installation, radio repair efforts, and spare parts for the radios. The MARCORSYSCOM Liaison Officer (LNO) will inform the ICS of mission priorities and deconflict any competing priorities. Due to unknown variables, such as surge operations and draw-down from theater, the number of FSRs and locations may change and the number of locations/equipment supported may change. Changes will be negotiated if events dictate a change in the number of FSRs, during the full period of performance of this contract. The Government anticipates entering into a Firm Fixed Price and Cost Reimbursable, Indefinite Delivery Indefinite Quantity type of contract. The maximum duration of the resultant contract will be three(3)years. The Government ™s estimated minimum and maximum ordering amounts are $5K and $8M respectively. The major evaluation factors are as follows: (1) The contractor shall have OEM ™s (Harris Corporation (CAGE 14304)) authorization to perform maintenance repairs on the Harris family of radios without voiding the warranty. If no written authorization signed by an authorized representative of the Harris Corporation, no further evaluation of the offeror ™s proposal will be performed (Pass/Fail). (2) Contractor shall have an active facility security clearance of SECRET or higher, with the Defense Security Service (DSS). If the offeror ™s name is different from the name under which the facility clearance was granted, an explanation of the difference needs to be explained with the submission of the offer. If DSS does not have the company ™s CAGE code registered with an active facility clearance, no further evaluation of the offeror ™s proposal will be performed (Pass/Fail). There are approximately five (5) CDRLs that will be included with the solicitation with weekly and monthly reports and a teleconference.
