Canarsie PierCUA Solicitation Mobile Food & Beverage VendorPage 1 of 4Gateway National Recreation AreaJamaica Bay UnitCanarsie PierCommercial Use Authorization SolicitationSmall Business OpportunityMobile Vendor Food & Beverage ServiceThe Superintendent of the Jamaica Bay Unit of Gateway National Recreation Area announces the intent to issue four (4) In-park Commercial Use Authorizations (CUA/s). The CUAs will authorize sale of food, snacks, and beverages at designated visitor-use areas of Canarsie Pier, part of the Jamaica Bay Unit of Gateway National Recreation Area. Canarsie Pier is located at the south end of Rockaway Boulevard, in Canarsie, in Brooklyn, New York, and can be reached via the Belt Parkway, Exit 13.An In-park Commercial Use Authorization restricts vendor revenues to a maximum of $25,000 annually. CUA revenues must be generated and collected within park boundaries. CUAs will be issued authorizing operation of mobile vendor food, snack, and beverage service on SATURDAYS, SUNDAYS, and DESIGNATED HOLIDAYS from 11 a.m. to 6 p.m., from May 21, 2011 through October 15, 2011. Designated Holidays include the following: Monday, May 30, 2011 (Memorial Day), Monday, July 4, 2011 (Independence Day), and Monday, September 5, 2011 (Labor Day). Additional days and hours of operation are authorized subject to limitations set forth below.CUAs will not be subject to renewal. The Superintendent retains the right to issue determinations as to compatibility with and impact to natural and other Park resources, and to permit CUAs based on preservation and proper management of park resources and values.The CUA will be subject to conditions, including those listed at the website http://www.nps.gov/gate/parkmgmt/index.htmDescription of Services Solicited:Provide mobile, self contained vendor service offering sale of food, snacks, and hot and cold beverages to visitors of the Park at designated areas of Canarsie Pier, part of the Jamaica Bay Unit of Gateway National Recreation Area. The types of offerings solicited include, but are not limited to: coffee and tea, bottled water and soft drinks, pre-packaged snacks and foods produced in a commercial facility subject to inspection and licensing regulation, ice cream, fruit shakes, ices, chorizo, tamales, tacos, skewered meat or poultry, beef patties, falafel, etc... Product prices must be competitive with local area pricing for similar items and approved by the park Superintendent. Glass containers are prohibited.Canarsie PierCUA Solicitation Mobile Food & Beverage VendorPage 2 of 4Vendor Operation Stipulations:National Park Service will provide no water, electrical or utility services to support vendor operation. No onsite vendor construction of any kind is authorized to support vendor operations. Vendor will provide an accommodating trash receptacle in immediate area of operations during conduct of business and remove trash upon leaving. Vendors will dispose of trash outside of Park boundaries, in accordance with the carry-in/carry-out policy in effect at Gateway National Recreation Area. Dumping is prohibited.The selected applicant must provide umbrellas, awnings, screens, or other manner of shelter from the elements. The NPS reserves the right to prohibit the type of umbrellas, awnings, screens, or manner of shelter used to prevent any negative impact upon Park resources.Location of Service Area:The selected mobile food and beverage vendor will be authorized to operate in an area of Canarsie Pier designated by the NPS. The NPS reserves the right to limit the number of CUAs issued based on compatibility with and impact to Park resources.Time of Vendor Services: (Operations Hours specified by National Park Service)The selected applicant will be authorized to sell food, snacks and beverages at designated visitor-use areas on the days and dates indicated herein, when the park is open to the public, except when the Superintendent determines the authorized services may not be compatible with Specially Permitted Events or when the authorized services are determined to be incompatible with NPS official activities or special events.The selected Applicant is REQUIRED to provide opportunities for park visitors to purchase food, snacks and beverages at designated visitor-use areas between 11 a.m. and 6 p.m. on the days and dates designated above. The selected applicant may continue the authorized activity beyond the required hours, so long as continued authorized activity takes place between 8 a.m. and 9 p.m. The activity shall, at all times, remain subject to the $25,000.00 revenue cap described above. The Superintendent reserves the right to adjust hours of operation and scheduling determinations as deemed necessary.Commercial Use Authorization Requirements:Selected applicant operations will be inspected and approved by National Park Service (NPS) and by United States Public Health Service (USPHS) personnel. Inspections will take place prior to commencement of selected applicant operations; and may take place anytime thereafter to ensure compliance with federal, state and local safety, sanitation and health codes, including FDA Retail Food Safety Guidelines. Compliance with CityCanarsie PierCUA Solicitation Mobile Food & Beverage VendorPage 3 of 4of New York Department of Health and Mental Hygiene codes and regulations is required where applicable. The selected applicant must also produce a valid Food Protection Training Certificate, issued within the last three years, by the City of New York Department of Health and Mental Hygiene. The selected applicant shall provide a hand washing station.Applicants interested in this opportunity must submit to the National Park Service a completed Application for a Commercial Use Authorization, which can be obtained at http://www.nps.gov/gate/parkmgmt/index.htm or by visiting FEDBIZOPS.GOV.Selected applicants will be required to submit a Commercial Use Authorization (CUA) Application, Administrative Processing and Management Oversight Fee of $500.00. Fees are non-refundable and must be submitted in the form of certified bank checks or money orders. Personal checks will not be accepted.Selected applicants must provide a General Commercial Liability Policy of no less than $3,000,000 payable at $ 1,000,000 per occurrence.Selected applicants must provide a statement of gross receipts from activities conducted under this authorization immediately upon expiration of the CUA. Selected applicants are required to maintain accounting systems and make all financial records related to the activities conducted under the CUA available to the United States of America and the General Accounting Office.
