- DESCRIPTION: The scope of this contract is to survey areas of the Monongahela National Forest for bats. Mist nets and bridge surveys will be operated during nighttime hours to determine which species of bats are using these areas during summer months. Bats captured will then be identified by species, sex, reproductive condition, time caught, weight and band description (if applicable). A net site (as described in the contract) shall be the basis for payment for this contract. Contract term is five years subject to annual one year renewable options. For each survey year any adult Indiana bats that are captured in nets will be radio-tagged (up to 5) with the expressed goal of identifying diurnal roost sites by the use of radio telemetry; the contractor will be responsible for tracking bats to roost sites for three days following capture. Mist netting must occur between June 1 and August 15, annually. LOCATION: Project is located throughout the Monongahela National Forest in West Virginia (multiple counties). Map will be attached with the solicitation. PERIOD OF PERFORMANCE: Year One--May 1, 2011 (or date of award) through November 1, 2011. Option Years One through Four--April 15 through November 1 of each applicable year. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is a 100% Competitive Set-aside for HUBZone Small Businesses. NAICS code for this project is 541690. The small business size standard for is $7.0 million. BONDING INFORMATION: No Bonds Required. SOLICITATION DOCUMENTS: Solicitation AG-3434-S-11-0013 and related documents will be issued via FedBizOpps as a Request for Quotations and will be available for downloading on or around April 2, 2011 at the website address: http://www.fedbizopps.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit an offer which will be considered by the agency.
