- Exhibit 04 Same file as above in MS Word RFQ in pdf format The intent of this solicitation and any resultant Contract is to obtain services of a light, single engine, high fixed wing aircraft to be utilized for fire detection, patrol, and reconnaissance on the Umpqua National Forest and neighboring lands. The aircraft is to be fully operated by qualified personnel and equipped to meet specifications for use in administration and protection of Public Lands in the Pacific Northwest on an "On Demand Basis. The minimum payment guarantee per year for the contract period and any renewal periods thereafter is $25,000. During the Mandatory Performance Period and any extensions thereof, the aircraft will be made available within the timeframe required in the schedule of items. The Designated Base for the aircraft is the Creswell Airport located near Creswell, OR. The contract period for the base period (2011) is estimated at 137 days with two renewal options (2012 and 2013) of 137 days each.
