- The dates included in this announcement are approximate and may be subject to change at the discretion of the Bureau of Reclamation. Actual dates will be established at the time the bid documents are made available. Principal components of work include: Overhauling two hydraulic cylinders used to hoist the head gates at the gate structure located at the forebay reservoir dike at Mt. Elbert Power Plant. The gate hoists are currently in service at the forebay reservoir gate structure of Mt. Elbert Powerplant. The cylinder bore is 12-inches, the stroke length is 16-feet 2-inches, the rod diameter is 3-inches, and the maximum hydraulic pressure is 1000 psi. The contractor is responsible for removing, transporting, overhauling, shop testing, and reinstalling the gate hoists. Overhauling entails disassembly, inspection, lapping the barrel, replacing the piston rings, rod scraper, cylinder head o-rings, and the seals on the piston, rod, and hanger stud. The gate hoists will be overhauled during a 6-week period that coincides with the corresponding unit outage. One unit outage is during the months of October and November; the other is in February and March. The exact schedule for each outage will be determined approximately 6-months prior to the outage. The contractor will have to be somewhat flexible in their scheduling of the work on the second hoist as the corresponding outage will not be scheduled until after the hoist overhaul contract is awarded. An electronic copy of the solicitation is estimated to be available at www.FBO.gov on or around May 2, 2011. Please read direction below on how to view the solicitation when it becomes available. The bid opening is tentatively scheduled for June 1, 2011, at the office of Bureau of Reclamation, Attn: Vaschelle LaForge GP-5000, 316 North 26th Street, Billings, Montana 59101. All reasonable sources may submit a bid which shall be considered by the Bureau of Reclamation. The range of magnitude for the project is $100,000.00 to $250,000.00. This procurement will be awarded using an Invitation For Bid (IFB- Sealed Bid), set forth in the Federal Acquisition Regulation Part 14. This procurement is advertised on an unrestricted basis. Bids will be accepted from all responsive and responsible small and large business concerns. Prospective contractors shall have an active registration in the Central Contractor Registration (CCR) database prior to the award of any Federal Government contract. For more information about CCR, go to www.ccr.gov. Contractor submitting a bid must complete the On-Line Representations and Certifications (ORCA) application in the database.
