Description
This solicitation announcement is being issued pursuant to FAR Part 15. The North American Industry Classification System (NAICS) code for this project has changed to 483212, with a size standard of 500. The intent of this announcement is no longer an exclusive use service, rather a Indefinate Delivery, Indefinate Quantity Task Order Contract. There will be multiple awards, at least two per area of operation. Task Announcements will be issued at least two weeks in advance of a specific trip for the successful awardees to quote. An offer will be made with a Task Order contract for the specific project/task. Offerors should provide proposals of the area of operation they are interested in servicing. The proposed contract is set-aside for Total Small Business. Proposals/Offers from other than a Small Business concern will be considered in the event no small business concerns apply. The intent of this solicitation and any resultant contract is to obtain services of suitable marine vessels fully operated by qualified personnel and equipped to meet specifications for use to provide short term living accommodations for Tongass National Forest Field Crews to remote work sites. The contract area will be for four (4) designated sites, Ketchikan, Alaska; Petersburg, Alaska; Juneau, Alaska; and Sitka, Alaska with current expected performance periods of: o Ketchikan, Alaska from May 1, 2011 to July 1, 2011; o Petersburg, Alaska from July 1, 2011 to August 1, 2011; o Juneau, Alaska from June 1, 2011 to July 1, 2011; o Juneau, Alaska from August 25, 2011 to September 10, 2011. The goal is to award multiple award task order contracts for either one or all designated sites. The minimum guarantee is $1,000.00 per contract over the life of each contract. The minimum and maximum limits are $10,000.00 and $100,000.00 respectively. The "estimated" maximum (non-guaranteed) dollar value for each contract is $300,000.00. This solicitation is a 100% Small Business Set-Aside utilizing "best value" competitive procedure. Proposals are being solicited by the Tongass National Forest Contracting office at 204 Siginaka Way, Sitka, Alaska 99835. The basis for award will be "best value" to the Government, taking into consideration the following: Technical - Experience of the Skipper: o Licensed Captain shall hold a current 100 Ton USCG License and provide a copy of their certificate Technical Merits of the Vessel: The marine vessel provided shall carry: o two outboards o powered boom o berths for six members o office o galley with range and refrigerator o two each lavatories with shower o hot and cold running fresh water o large clothes dryer o heaters in rooms o 115V, DC, 5KW and 3KW Backup diesel generators o transport for field crews to the beach Contractor's Vessels will need to be evaluated by the government before an offer will be made to any apparent successful offeror. Vessel will be rated for compliance with Title 46 Code of Federal Regulation (CFR). Parts 24, 25,and 26 (Subchapter C-Uninspected Vessels) with the exception of those portions relating to carriage of passengers for hire (not applicable) and the requirements for lifesaving equipment (Subpart 25.25) and fire extinguishing equipment Subpart 25.30). In lieu of complying with the lifesaving and fire extinguishing equipment requirements normally applicable to uninspected vessels, these vessels will comply with 46 CFR, Parts 180 and 181 (Subchapter T - Small Passenger Vessels - Under 100 Gross Tons) as may be applicable depending on the vessel's length and the intended operating route of the vessel while under charter. In addition to the above Technical Factors, Past Performance and Price will also be evaluated. Past Performance and Technical Factors when combined will be more important than price. The Government may accept other than the lowest priced proposal. It is anticipated that the solicitation will be available on or about 4 April 2011. The closing date will be scheduled for approximately 30 days after the issuance of the solicitation. All information, amendments, and questions concerning the solicitation will be posted on this website (www.fbo.gov) under the solicitation number AG-0116-S-11-0053. All interested parties MUST be registered in the Central Contractor Registration (CCR) database in order to be considered for an award. CCR registration can be completed at www.ccr.gov.
