- Class Code: 28 NAICS Code: 541330 Subject: Engineering Investigations (EI) of Suspected Category I (CAT I) Product Quality Deficiency Report (PQDR) Analysis of Honeywell T55 US Army Helicopter Engines and Associated Components. Solicitation Number: W58RGZ11-R-0249 Set Aside: N/A Response Date: 04-15-2011 Description: It is the Government's intent to award a 5 year IDIQ Cost Plus Fixed Fee with Task Orders type contract for Engineering Investigations (EI) of Suspected Category I (CAT I) Product Quality Deficiency Report (PQDR) Analysis of Honeywell T55 US Army Helicopter Engines and Associated Components, which are required to support the Army's Category I PQDR Program. Period of Performance will not exceed five years (60-months) from date of contract award. Period of Performance for first Task Order will be one year. Based upon market research, this requirement cannot be met by commercial items; therefore, the Government is not using the policies contained in FAR Part 12. Authority Cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled- Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be sole source to Honeywell International Inc., 111 S 34th Street, Phoenix, Arizona 85034-2802. The contractor, Honeywell, is the sole owner and only source possessing full TDPs (including drawings) and the required proprietary engineering/design expertise.
