Description
Notice of Request for Quote to be issued under GSA Schedules 70 and 84. This is not a request for quote. BEP is establishing a 5 year BPA to procure an Integrated Security System under GSA Schedules 70 and 84. BEP operates two currency manufacturing facilities; one in Washington DC and the other in Fort Worth, TX. BEP obtains its PIV badges through Treasury's common implementation using GSA USACCESS program. Each site has an independent legacy security system; the high level characteristics of each security system are; • Approx 1,000 badge readers. • Approx 10,000 alarms. • Approx 1,000 security cameras. • Approx 2000 User PCs The BPA requirements may include design, replacement, installation, upgrade, maintenance and support of a new security system for physical access and logical access to computers and networks. This shall also include hardware purchase and maintenance and software purchase and maintenance. All software shall be perpetual, i.e. no TERM software is permitted. Fixed Price Performance based tasks will be issued after the BPA is awarded for execution of these requirements. The implementation of a Contract Team Arrangement (CTA) is permissible to cover the full scope of this BPA. BEP is seeking to replace the core physical security systems with a common technology platform that is both site independent, yet backing each other site up for disaster recovery purposes. High level attributes that may be required: • Use of the Treasury/GSA issued HSPD12 PIV badge as primary access credential. • Removal and replacement of existing security systems and components. • Able to natively reverse read a PIV Card and load PIV credentials into the security system, with no connection to USACCESS. • Capable of simultaneously generating (i.e. locally printing) and using an alternate low cost credential for access (support visitors, lost PIV badges, new employees etc) from a common badge reader. • Capable of providing integrated alarm management, with facility overlays in central police operations (1 in DC and 1 in TX) to indicate where alarms are occurring. • Capable of implementing unique business rules such as 2-person access, granular control of person access to internal areas, granular access authority based on time of day, duration, etc., historical logging and event monitoring, • Capable of ‘slew to queue'; based on alarm signal queuing, initiate a control signal to slew existing cameras to a preset focus point. • Provide seamless integration with BEP's Aventura-based Digital Video Recording System (DVRS) components including the Central Management Servers (CMS), Workstations, and Analog Matrix Switcher. • Provide for full facility installation, renovation, as required. • Provide for 24x7 onsite support (maintenance, monitoring, upgrading, etc). • Provide security certification and accreditation support, documentation, and training. • Future option to integrate with identity management systems being built by Treasury. • Electronically migrate users from the current systems to the new system • Electronically authenticate PIV cards presented from outside of BEP. • Logical access to computers and networks using the PIV.
