- Special Notice Classification Code: S - Utilities and Housekeeping Services NAICS Code: 561720 This is a SPECIAL NOTICE to communicate TSA's intent to award a firm fixed price contract to Ka Lima O Maui, 95 Mahalani Street, Wailuku, HI 96793 on a sole source basis, for the purchase of janitorial services at checkpoint and baggage space at the Kahului International Airport (OGG). The period of performance will be a total of one (1) year. This procurement action is being conducted under FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy agency requirements; therefore proposals cannot be submitted directly on this notice. This contract is being awarded to a Nonprofit Agency serving people with other severe disabilities (AbilityOne). The Transportation Security Administration was created in response to the terrorist attacks of September 11, 2001 as part of the Aviation and Transportation Security Act signed into law by President George W. Bush on November 19, 2001. The Office of Field Real Estate Services (OFRES) is responsible for all TSA real estate space occupied by the TSA on and off airport. TSA currently occupies 11,603 square feet of checkpoint and baggage space at OGG. TSA space must be located on airport property for TSA to effectively carry out its mission. Airport space must be cleaned on a daily basis due to heavy passenger traffic. An effort was made in 2010 to solicit potential sources for this requirement; however, sources on Maui were limited and there was little interest in the requirement. The TSA sought out other avenues to obtain services for this procurement. The Transportation Security Administration intends to negotiate with only one source; no other supplies or services will satisfy the requirement. Therefore, proposals will not be accepted directly on this requirement. This contract will be negotiated with Ka Lima O Maui and ultimately awarded without further notice.
