- The Syracuse VA Medical Center is seeking technical and price proposals from CVE SDVOSB firms for VA Project number 528A7-11-704 ADD BUILDING WIDE SPRINKLER SYSTEM AT ROME CBOC. Scope of Work: Will include the Contractor submitted approved design and installation of a complete NFPA code compliant wet pipe fire protection Sprinkler system on the existing Ground, First and Penthouse Floors of the Rome CBOC. All existing sprinkler systems will be demolished from each floor as indicated on the contract drawings. Riser zone isolation assemblies shall be run in each stairwell (two) to the First, Second and Penthouse floors, and/or capped for expansion into those spaces. The existing fire alarm system shall be tied into the proposed new sprinkler system for flow and valve monitoring. Existing hard ceilings shall be demolished and replaced with new ACT and light fixtures, where designated on the contract drawings. All infection control measures will be strictly adhered to. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a Total Set-Aside for Service-Disabled Veterans-Owned Small Businesses (SDVOSB). The estimated magnitude of this construction project is: "Between $500,000.00 and $1,000,000.00." PERFORMANCE: The estimated performance period for completion of construction shall be based on items awarded, but not more than 300 days. The Performance chart will be included in RFP. NAICS CODE & SBA SIZE STANDARD. The North American Industry Classification System (NAICS) Code for this project is 236220, with a Small Business Size Standard of $33.5 Million. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. All responsible sources may submit a proposal which shall be considered by the agency. PERFORMANCE OF WORK BY PRIME CONTRACTOR. At least FIFTEEN PERCENT (15%) of the cost of the contract performance incurred for personnel must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns, excluding supervision. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. The offeror must be registered in Central Contractor Registration (CCR) and listed as a CERTIFIED VETERAN ENTERPRISE and be VERIFIED in the VetBiz database under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted. SCHEDULED OPENING & CLOSING DATES: This Solicitation will be available, on or about, 4/15/2011 and the Proposals will be due, on or about, May 19, 2011. The issued Solicitation, including any amendments, shall establish the official opening and closing dates and times. The government plans to award without discussions.
