- The Department of Veterans Affairs Wilkes-Barre, PA intends to issue a Request For Proposal (RFP) to award a single, firm fixed-price contract for construction. This project is being solicited as a TOTAL 100% SERVICE DISABLED VETERAN OWND SMALL BUSINESS (SDVOSB) SET ASIDE. The Contractor shall provide all labor, materials, tools, equipment, and competent supervision and perform all work necessary to install 2 split-system air source unitary heat pumps to provide cooling and heating to Rooms 2-141 and 3-142 of the Community Living Center (CLC) at the VA Medical Center, Wilkes-Barre, PA. The Contractor shall furnish air-source unitary heat pumps according to Specification Section 238143. Contractor shall size heat pumps to ensure sufficient capacity to service areas. Each room is approximately 170 sq. ft. Site investigation shall be performed to determine the best location for the outdoor sections, proposed location and route of refrigerant piping shall be approved by VA COTR. Hospital ICRA regulations shall be followed, including a HEPA filtration unit to maintain negative pressure within the work area. Work area shall be sealed with a hard barrier constructed of metal studs and fire-rated plywood or gypsum board from floor to deck, with all penetrations through barrier sealed with 1-hour UL rated fire-stopping. A sticky mat shall be placed at the entrance to all work areas. Contractor shall site verity all dimensions and conditions. All work must be done according to all federal, state and local codes and regulations. The period of performance is 90 calendar days for the entire project. NAICS Code: 238220 and size standard $14.0 million applies. The project is between $25,000 - $100,000. The Government intends to award a Firm Fixed Price Contract. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation documents will be posted o/a April 4, 2011. Site visit information is listed in the solicitation. Only one site visit will be conducted. Due date for proposals will be 10:00 a.m. on May 4, 2011. Further details of all dates and events, including site visit and bid opening date are available in the solicitation. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates and/or amendments. A Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register at the Fedbizopps website. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. All questions regarding this solicitation must be submitted in writing by email to karen.whalen@va.gov, all questions pertaining to this solicitation must be received in writing no later than 2pm on April 21, 2011 no telephone request will be honored. All responses to questions will be posted to the web site. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, along with Vets 100 at http://vets.dol.gov/vets100/ and shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov, and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
