- Institute of Education Sciences (IES) National Center for Education Statistics (NCES) NAEP Science Interactive Computer Task (ICT) Development Full and Open Competition (Both small and large businesses are welcome to submit the proposals) Description The U.S. Department of Education anticipates the release of the subject solicitation on or about April 15, 2011. The National Center of Education Statistics (NCES) in the Institute of Education (IES) is charged with collecting and analyzing and disseminating statistics and other information related to the education in the United States and in other nations. NCES provides comparative information about the U.S. population's education performance, competencies, and skills by administering large-scale assessments that provide subject-matter achievement. NCES requires a contractor to develop interactive computer tasks (ICTs) and scoring rubrics for the National Assessment of Educational Progress (NAEP) science grade 4, 8, and 12 assessments for 2015 and beyond. The science ICTs shall be designed to be administered on the computer delivery system developed for the NAEP computer-based tasks. The Science ICT development work will include, among other tasks, •Managing the development of the science ICT tasks in an efficient manner. •Developing science ICTs and scoring rubrics that involve newer and complex measures not possible in a paper-and-pencil environment. •Establishing Science ICT standing committee to obtain peer review, guidance and feedback. •Preparing and facilitating ICT reviews conducted by the standing committee, NAGB Assessment Development Committee, and state representatives. The contract is for a period of 5 years or 60 months.
