- The U.S. Environmental Protection Agency (US EPA), Division of Enforcement and Compliance Assistance (DECA) in New York, NY, intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Part Thirteen, Simplified Acquisition Procedures, to FLIR Systems, Incorporated of North Billerica, Massachusetts. This purchase order will provide a FLIR GF320 infrared (IR) camera with one year of service. The EPA currently uses FLIR IR cameras in support of EPA's air toxics initiative. These cameras are specific and compatible with EPA investigative procedures for air toxics and volatile organic compound (VOC) monitoring under EPA Reference Method 21. The only other known manufacturer of gas imaging cameras does not offer a product that is suitably portable for DECA's investigative requirements. The FLIR GF320 is only available directly from the manufacturer and, thus, FLIR Systems is the only source available for this purchase. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received before the closing date of this announcement, will be considered. Responses to this posting must be made in writing. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
