Description
This is a DRAFT Request for Proposal (RFP)/Solicitation for industry review and comments and is for informational purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this request for industry comments are advised that their response to this DRAFT RFP will not be considered for contract award. The information from this DRAFT RFP is for industry review and comments only and will assist the Government in finalizing the RFP/Solicitation for release. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. This requirement will be 100%, competitive 8(a) Small Business Development Program set-aside for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINs). The basic contract will be for a base period of 15 August 2011 through September 30, 2012 with provisions for four (4) 12-month option periods which, cumulatively, will not exceed sixty (60) months. Individual task orders will clearly describe MTF-specific healthcare housekeeping services to be performed. The RFP is anticipated for release on or about April 13, 2011. The primary point of contact for this project is Ms. Kathleen Henderson, Contracting Officer (210) 295-4346; email kathleen.henderson@amedd.army.mil. This is a DRAFT RFP to provide Healthcare Housekeeping Services in all direct- and non-direct patient care and healthcare- related settings in support of for designated Medical Treatment Facilities (MTFs) in the United States Army Southern Regional Medical Command (SRMC). The mission of SRMC is to provide quality healthcare to patients and, particularly, wounded warriors in safe, clean, and aesthetically-pleasing military treatment facilities (MTFs). In support of this mission, the collective MTFs located on four (4) military installations in the SRMC, to include local communities surrounding the four (4) military installations, require healthcare housekeeping services in all direct- and non-direct patient care and health-care related settings. The four (4) principal MTFs on the four (4) installations are as follows: Dwight D. Eisenhower Army Medical Center (DDEAMC), Fort Gordon, GA; Blanchfield Army Community Hospital (BACH), Fort Campbell, KY; Moncrief Army Community Hospital (MACH), Fort Jackson, SC; and,Fox Army Health Clinic (FAHC), Redstone Arsenal, AL. The Contractor shall perform non-personal, healthcare housekeeping services to the principal MTFs located on the above-referenced installations and multiple MTFs in each principle MTFs' health service area to include surrounding local communities. Individual task orders shall clearly describe MTF-specific healthcare housekeeping requirements and services to be performed. Services include healthcare housekeeping services; collection and distribution of linen within the health service area to a MTF-specified site for inventory and exchange of linen; collection, consolidation, packaging, labeling, and preparation of regulated medical waste (RMW) for hazardous transport; collection of general solid waste (trash) for waste disposal pick-up; collection and transport of recyclable materials within a health service area to a MTF-specified site for recyclable materials pick-up; and, exterior building services (e.g., windows, doors, and walkways) such as window cleaning and snow removal. For this effort, the aggregate square feet estimate quantity is 2,369,410. The square feet for each principal MTF are varied; however, the aggregate for all MTFs currently receiving services under the existing contract is 1,830,376. The current per principal MTF (includes MTFs in their health service area) is as follows: Dwight D. Eisenhower Army Medical Center (DDEAMC), Fort Gordon, GA - 827,205 square feet; Blanchfield Army Community Hospital (BACH), Fort Campbell, KY -551,913 square feet; Moncrief Army Community Hospital (MACH), Fort Jackson, SC - 344,959 square feet, and,Fox Army Health Clinic (FAHC), Redstone Arsenal, AL - 106,299 square feet. The aggregate square feet also includes the addition of an estimated 282,633 for projected newly-constructed and renovated building expansions of MTFs will require services as they are completed; the addition of an estimated 41,000 for community-based primary care clinics scheduled to open in mid-2011; and, a 10% contingency growth factor of 215,401 for indefinite delivery, indefinite quantity (IDIQ) requirements over the five-year period of performance. A pre-proposal conference and site visits are anticipated between April 18 - April 29, 2011. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of discussing the requirements of this solicitation. The Pre-Proposal Conference is tentatively scheduled for 18 April 2011, Fort Campbell, KY, from 0900 am to 1200 pm with a follow-on site visit (BACH). The site visit for Fort Campbell, BACH, will continue on 19 April 2011. The remaining site visits will only have an initial site visit conference (not a pre-proposal) at each location starting in the morning and lasting approximately 2 hours for specific site visit/task order questions/clarifications with follow-on site visits. The dates for the other sites are anticipated as follows: April 21 Redstone Arsenal, AL (FAHC) April 25 - 26 Fort Gordon, GA (DDEAMC) April 28 - 29Fort Jackson, SC (MACH) The pre-proposal conference is anticipated to convene at 9:00 am on Monday, April 18, 2011, Fort Campbell, KY at a location TBD. The pre-proposal conference duration is anticipated from 9:00 am - 12:00 pm, which will consist of briefings from the Contracting Officer and Contracting Officer Representatives. The Solicitation is anticipated for release prior to the pre-proposal conference and site visit; as such, it is recommended to download the solicitation prior to attending the pre-proposal conference. Upon release of the solicitation, please submit questions in writing not later than April 13, 2011 to kathleen.henderson@amedd.army.mil. Please be prepared to provide the following information for representatives attending: Name, company name, e-mail address, phone number, dates attending, and event (e.g., site-visit, pre-proposal conference, or both). Each company is restricted to two (2) attendees for the pre-proposal conference and only one (1) attendee may participate in the site visits. Interested parties must register with Kathleen Henderson by e-mail at kathleen.henderson@amedd.army.mil not later than 4:00 pm Central Standard Time, April 13, 2011. Prospective offerors are encouraged to attend both the pre-proposal conference and the site visits. The site visits involve extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Kathleen Henderson when requesting registration to ensure proper accommodations may be arranged.
