Description
a) The Space and Missile Systems Center (SMC) Space Superiority Systems Directorate (SY) plans to award up to a three month, sole source contract to Mantech Security and Mission Assurance (Mantech) for specialized security services support from 17 May 2011 to 15 August 2011. The authority for this sole source award is FAR 6.302-1 (a)(iii)(B) - For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. b) SMC/SY is currently preparing a RFP for a full and open competitive contract for Specialized Security Support Services. A draft RFP for the full and open competition was posted 28 Jan 2011 on FedBizOps (FBO), Solicitation No.SMC09-56. The original schedule would have resulted in award of the contract no later than 15 May 2011. Due to internal staffing delays in preparing the RFP, it will be necessary to extend the award date to no later than 15 August 2011. The current contract will expire on 16 May 2011. Mantech is the incumbent on the current contract. c) The purpose of the Specialized Security Support Contract (SSSC) is to provide qualified and experienced security professionals to acquisition and operations units of the Air Force's Space Control mission. The contract will require 35 or more personnel in Los Angeles and Lompoc, California; Alamogordo, New Mexico; and Colorado Springs, Colorado. At the time of contract award, all personnel must have a current Top Secret, Single Scope Background Investigation (SSBI) conducted since July 2006 and adjudicated for DCID 6/4 eligibility and be able to fulfill their responsibilities as detailed below. The Performance Work Statement involves many SAP security disciplines requiring a staff that can demonstrate their experience and capability to perform in Special Access arena. The disciplines required are Personnel Security, Physical Security, Information Systems Security, Information Assurance/Systems Security, Engineering, Security Education, Operations Security, Information Security/Document Control, System Administration and Program Security Officer. For a detailed description of these disciplines see the FBO Solicitation No. SMC09-56 referenced in paragraph b) above. d) Due to the nature of this work, an interested contractor must demonstrate that it has no organizational conflicts of interest IAW FAR 9.5. The contractor cannot provide any of these same services to any contractor who currently holds a prime or subcontract at any level with the Space and Missile Systems Center. If your company provides these services to any non-government organization, you must identify those organizations in your Statement of Capabilities response. In addition, you must disclose any other potential conflicts of interest that may exist. e) Contractors interested in the planned, up to a three month, sole source contract (17 May 2011 to 15 August 2011) are eligible to submit a Statement of Capability (SOC) addressing its ability to satisfy the above requirement, taking into account FAR 6.302-1(a)(iii)(b), to SMC/SYK, Attn: Mr. Ronald Ortiz, 483 N. Aviation Blvd, Los Angeles AFB, El Segundo, CA 90245. For those contractors who previously submitted a SOC in response to Solicitation SMC09-56, and are interested in this up to a three month contract, it is not necessary to resubmit another SOC. Please send a letter no longer than one page referencing the previous SOC and describe how they can meet the requirements taking into account FAR 6.302-1(a)(iii)(b). If a contractor is submitting a SOC it must conform to 8.5 x 11-inch pages, font no smaller than 12-point. The total page limit for the statement of capability is 11 pages which will be as follows: up to 10 pages to demonstrate the contractor's ability to fulfill the requirements of the contract at the time of contract award and up to one page for the cover letter. The SOC must include the following information: 1.) Company Name, mailing address, points of contract, and telephone numbers; 2.) Business size classification (large, small, or other). The Statement of Capability must also include 1) Experience in specialized security services; 2) Ability to satisfy the Government's performance requirements described above, 3) a list of customers for which you have previously provided these same services to with points of contact (phone and email), and 4) a statement that you do not provide these services to any prime or subcontractor at the Space and Missile Systems Center. All responsible sources may submit a SOC. Responses from small and small disadvantaged businesses firms are encouraged. Any information submitted in response to this synopsis is strictly voluntary. All responses are due no later than 15 April 2011, 3:00 pm Pacific f) BE ADVISED: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this proposed acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this proposed acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of SOCs for this proposed acquisition. The Ombudsman is Mr. James Gill, phone number (310) 653-1789.
