- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Germann Instruments, Inc., 8845 Forest View Road, Evanston, IL 60203 for an Air Void Analyzer Test System. The Government requires the ability for rapid, on-the-fly filed use for quickly measuring the air void structure with the capabilities of the slower petrographic analysis and the speed of the current filed testing. Germann Instruments is the sole manufacturer and supplier of the AVA in the United States. Purchasing this specific device is required to evaluate the performance of the AVA for future quality control and assurance assignments and potential specification guidance. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). This will be a commercial acquisition using simplified acquisition procedures per FAR 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 11:00 AM CST, Friday, April 01, 2011.
