Pleae note that this is the DRAFT Request for Proposal (RFP) and potential offerors should be cautious of starting preparation of any proposals based on this release. Please review this document and the attachments thoroughly and provide comments that will improve its overall quality, both from a contractual and technical performance perspective. In order to properly evaluate your comments, we ask that you submit the by 13 Apr 2011. Later responses are acceptable, but may potentially impact solicitation release.
