- Non- Personal Services, Project Analyst Services for the USTDA Sub-Saharan Africa Region. Combined Synopsis and Solicitation: RFQ- CO201111145 Advisory Assistance Services/Project Analyst for the USTDA Sub-Saharan Africa Region is being issued as a RFQ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The government may make one or more awards as a result of this solicitation. Your quote is due no later than 12 noon, Eastern Time on April 15, 2011 to Contracting Office, U. S. Trade and Development Agency, 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. Quotes submitted by email should be sent to contract@ustda.gov and tjohnson@ustda.gov or hard copy will be accepted. Quotes submitted by facsimile will not be accepted. The Solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-35, July 14, 2009 (www.acquisition.gov). The Government contemplates a firm-fixed price commercial item contract award. This procurement is a small business set aside with a small business size standard of less than $7.0M annual sales under NAICS code 541611. Award is limited to U. S. citizens see H.7.2. The Government’s estimate for this procurement is $51,994 per annum. All contractors must be registered in Central Contractor Registration (www.ccr.gov) in order to receive a contract award. This is an entry level position in the Sub-Saharan Africa Regional Program office at the U.S. Trade and Development Agency (USTDA). This position is targeted towards individuals who have recently graduated from Bachelor and Master’s Degree programs. Applicants with an interest or experience in foreign assistance, commercial policy, economics and trade are encouraged to submit an application for consideration. The selected applicant will work for USTDA on a contract basis, billing hourly for work performed in accordance with the duties below. Instructions on how to apply are provided in Section I below; applicants are asked only to submit a resume and personal statement describing qualifications relevant to the position in order to be considered for this job. Description of services to be rendered is provided in the attached SF 1449, Solicitation/Contract/Order for Commercial Items Form. The SF 1449 shall be the only solicitation document incorporated into a successful offer/award. The attached SF 1449 provides all available information for solicitation/evaluation and resulting award. Vendors are required to complete Block 17a. Contractor/Offeror using their Legal Business Name. Vendors are reminded that failing to be properly enrolled in the Central Contractor Registration (CCR) System, On-line Representation and Certification (ORCA) System, providing accurate Data Universal Numbering System (DUNS) / Tax Identification Number (TIN) information in block 20 of the SF 1449 or have failed to sign blocks 30a, 30b and 30c of the SF 1449 shall be excluded from award.
