Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army Corps of Engineers (USACE), New York District is requesting a quote for appraisal work at three (3) locations within the state of New York. The work consists of an appraiser to estimate the fair market value of these locations: a)555 East 238th Street, Bronx, NY 10470-1596 (a.k.a. SGT Joseph E. Mullers US Army Reserve Center) b)600 Albany Ave, Amityville, NY 11701-1124 (a.k.a. Amityville Armed Forces Reserve Center) c)101 Oak Street, Uniondale, NY 11553-1099 (a.k.a. BG Theodore Roosevelt JR U.S. Army Reserve Center) This appraisal report will be typed and submitted to USACE within a 45 day period, upon the notice to proceed. This solicitation is being conducted under the Simplified Acquisition Procedures specified under FAR Part 13. This solicitation is set aside for 100% small business. All responsible small business firms may submit a quotation, which if timely received, shall be considered. The Request for Quote (RFQ) will be evaluated based on price with award being made to the lowest responsible offeror. The associated NAICS Code is 531320 and the small business size standard is $2.0 million. Offerors should review the entire RFQ prior to the submission of a quotation. The RFQ consists of the following sections: Standard Form 1449, Solicitation/Contract/Order for Commercial Items and a template of provisions, clauses and certifications package attached to this synopsis. Offerors must provide a clear and legible Tax Identification Number and Data Universal Numbering System (DUNS) Number. The media selected for issuance of the synopsis/solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want to access solicitations will be required to register with Central Contractor Registration (CCR) (www.ccr.gov). Business opportunities can be located on Federal Business Opportunities (www.fedbizopps.gov) or the Army single Face to Industry (ASFI) Acquisition Business Web Site https://acquisition.army.mil/asfi. There will be no automated email notification of amendments. To keep informed of changes: Check www.fedbizopps.gov frequently. Some contractor tools are the following: 1. Register to receive Notification and 2. Subscribe to the Mailing List for the specific solicitation at Federal Business Opportunities (www.fedbizopps.gov) or utilize the Vendor Notification Service in ASFI (https://acquisition.army.mil/asfi). Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using A5. Internet Explorer 6.0 the recommended Browser. Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense (CCR) Database prior to award. Lack of registration in the CCR will make an off error ineligible to download the solicitation and for award. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Except for certifications requested by commercial buys in the solicitation, please note that offerors are no longer asked to submit certifications and representations with their offer. Instead, offerors should enter that information in the ORCA database at http://orca.bpn.gov Registration in ORCA is mandatory before an award can be made to any offeror. The Contracting Officer will issue an order to the responsible offeror whose submission will be most advantageous and offers the overall best value to the Government.
