Description

The date for submittal of offers is not changed and remains 31 Mar 2011 at 2:00 PM Mtn time. This notice combines pre-solicitation activity, the official synopsis and Request for Proposal. The official solicitation was released 01 Mar 2011. Hill Air Force Base is in need of outsourced support for engineering and technical services in support of the QF-16 program. QF-16s are former F-16 fighters that will be fitted with equipment for remote-controlled flight, and used as aerial targets and decoys for testing against air-air missiles, radars, surface-air missiles, etc. The QF-16 is a follow-on to the QF-4 aerial target drone. The QF-16 conversions are to be performed under contract by Boeing. Hill AFB intends to issue a solicitation to support the OO-ALC/GHBP office by providing an avionics engineer and an avionics equipment specialist to provide technical and engineering support. The work will entail avionics analysis of potential QF-16 airframe candidates and integration support/analysis of F-16 avionics packages into the QF-16 aircraft. See attached Performance Work Statement (PWS) for a more complete description of services. The intent is to establish a contract with a base year and two 6 month options. Proposals are due at Ogden Air Logistics Center by 31 March 2011 as per the model contract. All requirements of the Request for Proposal (RFP) are established in the attached package. Please refer to the solicitation and attached documents for more detailed information. Please follow Section L (Instructions to Offerors) and Section M (Basis for Contract Award). Please see Amendment 0001 which corrects a Table reference in Section L, and revises some qualification language in Section M, Evaluation Criteria. Also remember that offerors must ackowledge receipt of amendments, and include the signed form with submittal of the offer.
