- Maint, rep, upgrade of SIEMENS HiPath Systems, USAMEDDAC, Heidelberg, Germany. The solicitation and the PWS are available on ASFI. FACTOR 1, TECHNICAL ACCEPTABILITY. The Offeror shall demonstrate that it has the required technical proficiency, certifications and authorizations to service the equipment described in the PWS, manufactured by NOKIA-SIEMENS. FACTOR 2, PRICE: Offerors shall enter prices in the CLINS and SubCLINS in the Schedule of Services.
