Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for SUbstance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using Simplified Acquisition Procedures to the National Consortium of TASC Programs, Inc. Background: The Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Treatment (CSAT) has a lengthy history (1990-present) of providing funding for the treatment of individuals in the criminal justice system who have substance use and/or mental health disorders. In the SAMHSA Strategic Initiatives which drive the agencies budgeting, planning, and programming, "Trauma and Justice" is listed as one of SAMHSA's program priority areas. CSAT currently is funding substance use treatment services to offender populations in two primary settings: treatment drug courts and offender reentry into the community. The acronym "TASC" stands for Treatment Accountability for Safer Communities. TASC is a national program model that reduces addiction driven crime by linking local criminal justice systems to community-based treatment programs. The TASC model was initiated in 1969, as one of the federal responses to the rise of drug related crime. National TASC is the national membership organization serving the case-management professionals and it has 200 programs across the country. In the past, TASC has organized twelve successful national conferences. Given the value of the TASC model as an alternative to the incarceration, we believe support of this national meeting furthers SAMHSA's objectives of the knowledge exchange of screening, assessment, case management, and referral to treatment in order to more effectively treat the substance-using offender. Purpose: This Purchase Order request is to provide technical expertise in the TASC case management model, selection of expert/practitioners to present on treatment, clinical, case management and offender reentry training topics at the 17th National TASC Ninth Annual Conference on Drugs and Crime, and to perform logistical support in the planning and implementation of this conference. The conference will be held at the Sheraton Denver Downtown Hotel, 1550 Court Place, Denver, Colorado. In addition to contract logistical support this purchase order will require expertise in the identification of expert/practitioners/researchers in the TASC model of offender case management and treatment referral. It is anticipated that four hundred people, including 170 participants from the SAMHSA Offender Reentry Program, presenters, and SAMHSA/CSAT staff, will attend the conference from the Criminal Justice, Treatment, Social Services, Legislative, academic, and drug research fields. The conference will be a forum for exchange of ideas and a showcase for the state-of-the-art technology and information on offender management, drug treatment programming, drug courts, offender re-entry, research, and information technology. As the theme implies, this year's conference will focus on the community partnerships that are necessary to ensure the recovery and reentry of prior offenders. The conference will feature tracks on reentry and recovery support, evidence based practices-practical applications for improved results; improving family health through prevention; TASC and problem solving courts and technology, connectivity and community responses. Additional workshops will include family-focused programs, front-end diversion, working with other systems, and working with scarce resources. Through plenary sessions, panel discussions, and training workshops, participants and sponsors will learn about the latest innovations and developments in juvenile/criminal justice/mental health case management. In addition, conference attendees will have the opportunity to attend several pre-conference sessions for federal grantees and other subjects. Specific purposes for the Purchase Order include:  Demonstrating SAMHSA's support for the TASC offender case management model concept through the 17th National TASC Conference on Drugs and Crime. This will be accomplished through the vendor recommending to SAMHSA's GPO the selection of qualified expert/practitioners in several criminal justice - behavioral health treatment and recovery services areas.  Using this conference as a vehicle for more national recognition of and understanding of SAMHSA's Strategic Initiatives as they relate to the priority area of criminal justice programming. A central focus will be on SAMHSA's support for new approaches to criminal justice-substance abuse treatment through its justice portfolio of program initiatives, including offender reentry, and community corrections programs. Scope of Work: SAMHSA/CSAT will participate in the planning of the 17th National TASC Conference on Drugs and Crime in Denver, Colorado. The contractor shall identify the key expert/practitioners in the relevant offender - behavioral health topics areas (with SAMHSA/CSAT involvement) coordinate and implement the conference, provide a summary report describing the successes and weaknesses of the conference, and recommend next steps in training the TASC field. National TASC is working with representatives from several federal agencies that fund programs dealing with substance-involved offenders for support of this conference. The contractor will report back to the assigned SAMHSA/CSAT Project Officer on sponsorships and additional sources of funding for this conference. (NOTE: Monetary reimbursement to individuals under this contract shall not be duplicated. For example, travel, registration, ground transportation, per diem expenses, and meals cannot be duplicated; for example, when meals are provided for CSAT sponsored faculty who are on travel to the conference, that amount must be deducted from per diem allowance.) CSAT shall be identified as a major supporting organization in conference announcements, brochures, and publications. Specific Deliverables under this Contract: Task 1: Initial preparation for the 17th Annual Conference must begin immediately. The preparation of the Conference must begin immediately and within one week from the effective date of the contract (EDOC), the contractor shall conduct a telephone call with the Project Officer (PO) to discuss the specific tasks to be accomplished under the contract. Task 2: Monthly telephonic meetings. The contractor shall conduct telephone calls monthly with the PO to review the status of the conference preparation activities. Task 3: Advisory Committee Meetings. The contractor shall facilitate Project Officer's participation in the Conference Advisory Committee meetings/telephone conferences to be held at least once a month for 6 months leading up to the conference,and make PO part of the overall agenda and design of the conference. Task 4: A SAMHSA/CSAT Display Booth at the Conference. The contractor shall provide all logistical support for SAMHSA to operate a display booth at the conference, which will be manned by the contractor. Task 5: Contractor shall identify 39 expert presenters, identify relevant workshop topics, confirms presenter attendance at the conference, and coordinate all logistical support for the conference. Subtask 5.1. The contractor shall provide roundtrip airfare for the 39 Faculty members to and from the conference site. Subtask 5.2 The contractor shall provide per diem for hotel, meals and other expenses for 39 presenters for the duration of the conference, which equals 3 days). Subtask 5.3 The contractor shall provide ground travel expenses for the 39 faculty participants. Subtask 5.4 The contractor shall provide registration fees for the 39 faculty members attending the conference. Task 6: The contractor shall provide hotel meeting space for 300-400 participants to attend plenary and breakout sessions. (Note: All food/banquet costs are the responsibility of the Contractor and may not be billed to SAMHSA/CSAT) Task 7: The contractor shall provide conference mailings, registration, and brochures for up to 400 participants to include materials/brochures design, registration data entry, and registration data management. Task 8: The contractor shall ensure the following specific objectives for the Conference Program Subtask 8.1 Conference program shall offer training sessions for the dissemination of the information relevant to CSAT's Offender Reentry and Adult Criminal Justice Treatment grantees who will be attending this conference as part of their grantee meeting. Subtask 8.2 Conference program shall offer session for reports from the more successful sites administrators and caseworkers about their experience with the TASC model in relation to the criminal justice and mental health systems. Subtask 8.3 Conference program shall offer discussion and training on addiction, treatment, recovery, and risks to juveniles and adults. Subtask 8.4 Conference program shall offer workshops on re-entry issues of Adult and Juvenile Offenders. Subtask 8.5 Conference program shall offer workshop on the behavioral health care reform and justice-involved juveniles and adults. Subtask 8.6 The contractor shall provide a final program of the Conference 15 days prior to the date of the conference. Task 9: The contractor shall provide a detailed final plan on how CSAT's sponsorship will be recognized at the Conference within 15 days prior to the date of the conference. Task 10: Final Conference Report The contractor will provide a final report no later than September 30, 2011. The report should provide (a) A summary of all the activities of the conference; (b) A complete list of the agencies, TASC members, and individual members who attended the conference. Delivery Date All deliverables must be completed and submitted to the SAMHSA/CSAT Project Officer by September 30, 2011.
