- Location maps for each zone Contractor to print this package and prepare quote submission in accordance with the instrucitons enclosed. This combined synopsis/solicitation is issued as a request for quotation (RFQ). This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, Stream-lined solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Forest Service contemplates award of one or more Indefinite Delivery/Indefinite Quantity contracts with 1 base year and four (4) options years as a result of this combined synopsis/solicitation. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror(s) submitting the proposal that provides the best value to the Government. Best value will be determined by using the trade-off process as listed in FAR Part 13. In determining best value, the following factors will be considered: 1) Price, 2) Technical Capacity; 3) Past Performance. Description: Furnish, on a call when needed basis, toilet pumping services for 28 vault toilets on the Green Mountain National Forest in VT. See attached solicitation and maps for project details and instructions for submitting a quote.
