Title - NIH Office of Extramural Research (OER) Consultant Support Services THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE NATIONAL INSTITUTES OF HEALTH (NIH), OFFICE OF THE DIRECOTER (0D), OFFICE OF EXTRAMURAL RESEARCH (OER) In accordance with FAR Part 5.303 Announcement of Contract Awards this is an award notification for the solicitation under RFQ No. NLM-11-064-RSH which was competed as a small business set-aside through Fed Biz Opportunity. This requirement is being awarded as a labor hour type purchase order. The purchase order is for professional consultant support services and was competed and awarded in accordance with Federal Acquisition Regulations (FAR), Part 13, Simplified Acquisition Procedures. The National Institutes of Health (NIH) has awarded contract number HHSN-276-2011-00357U to Anne P. Sassman Anne P. Sassaman 201 Bolinwood Dr Chapel Hill, NC 27514-2653 Award Amount: $21,138 Total Estimated Award Amount: $63,414.00 (incl. option periods) Task Order No.: HHSN-276-2011-00283P Period of Performance: March 21, 2011 through March 20, 2012 with Two (2) 12-Month Option Periods (DUNS No. 788877780). This initiative provides support to assist the Office of Extramural Research, with reviewing complex scientific material in order to provide executive consultation and advice at regular meetings of the committee regarding the establishment of new T42 positions; Conversion of existing staff from T5 appointments to T42; analysis of information provided by NIH Institutes/Centers in relation to established criteria; and strategy recommendations for consideration by the NIH ETFC committee. The ETFC requires expertise and consultation from a source with current working knowledge of the responsibilities of senior extramural scientific positions and the history and intent of using the Title 42 and Title 5 mechanisms. Of paramount importance is a historical knowledge of the variety of positions that could possibly be included under Title 42, the various organizational structures used by the NIH Institutes and Centers (ICs), or similar agency, to perform functions included as "extramural" for the purposes of this activity. Additionally, the factors that should be considered by that agency as critical for determining the appropriate use of the Title 42 appointment for non-intramural scientists. • Provide expert consultation to the ETFC on a broad range of issues related to Title 42 versus Title 5 appointment mechanisms, as they relate to specific positions within the NIH extramural staff or similar agency. • Communicate regularly with the administrative coordinator for the ETFC on a variety of issues regarding Title 42(f) appointments and provide subject matter expertise, as necessary. • Conduct in-depth reviews of all proposals submitted for appointment any approved Title 42(f) position • Provide reports to the ETFC in the form of written summaries detailing proposed candidate's qualifications as they pertain to proposed Title 42(f) professional designation of the position, and the HHS peer review criteria. • Serve as a subject matter expert in providing consultation to the ETFC during bi-weekly meetings • Provide written reports of final reconsideration requests submitted for the approval of Title 42(f) position designations to the ETFC Chairmen This notice is for information purposes only.
