- Reference No.: NHLBI-CSB-(AR)-2011-143-CRS Title: Budget Consulting Services THIS IS A COMBINED SYNOPSIS / SOLICITATION NOTICE. This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference solicitation number is: NHLBI-CSB-(AR)-2011-143-CRS This solicitation is issued as a request for quotation (RFQ). This acquisition is being conducted under the procedures in accordance with FAR 13.3 Simplified Acquisition Methods, and FAR 13.5, Commercial Items Test Program. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-050. The total contracted dollar amount, including options will not exceed $5 million. The procurement is being conducted on a competitive basis, set aside for small business. The North American Classification System (NAICS) code applicable to this requirement is 541611 and the Size Standard is $7.0 Million. It is anticipated that a fixed price type contract will be awarded. The FOB terms are "Destination" and Net 30. Period of performance: The proposed period of performance for this requirement will consist of one twelve (12) month basic contract period (April 28, 2011 - April 27, 2012) and will include four (4) options to renew for a twelve month period per year. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation. NOTE: lack of registration in the CCR will make an offeror ineligible for award. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) requires budget consulting services. Background Information: The Mission of NIAMS is to support research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases and the dissemination of information on research progress in these diseases. Need: The NIAMS has a need for a contractor with expertise in NIAMS budget process to assist in the numerous budget activities related to analysis of data, development of budget models to test various funding scenarios, and development of electronic processes to improve workflow and enhance financial management capabilities. With shrinking resources and more complex database resources, it is critical for the Institute to restructure some of the current processes to improve efficiency Scope of Tasks: • Work with the Scientific Information Technology Branch (SITB), the Grants Management Branch (GMB), and the QVR Development team to develop, customize, and improve reports that combine data from Institute and NIH information systems to enhance the Institutes financial management capabilities and facilitate analysis of extramural programs, particularly with regard to grants fiscal control. • Develop automated methodologies and/or systems to allow NIAMS to track the budget status of extramural funds by project and produce reports on a regular basis. • Develop an automated process for generating pay lists for competing grant applications in all extramural budget mechanisms. • Develop and maintain electronic briefing books for the Director's use at Congressional hearings and for reference by NIAMS staff. • Create and maintain an accurate and complete set of budget history tables for the Institute. Examples include: success rate, new investigators, Institute Initiatives (RFA's), co-funds, and obligation history by program. • Develop electronic file system for storing current and historical budget data. • Develop budget models for projecting various outcomes based on input of different budget scenarios. • Develop slides for budget presentations to Advisory Council members and other groups as needed. • Develop and set up electronic formats for NIAMS to prepare various budget formulation tables and exhibits. Example include: calculation of Intramural and RMS mandatory tables, Basis/Applied Research, Object Class worksheet, commitment base calculation, summery of changes, mechanism tables, etc. • Develop "best practices" instructions and procedures for use by new and junior staff. Cost Considerations Cost/price is a selection factor. All evaluation factors other than cost/price, when combined, are significantly more important than cost/price, but not to the exclusion of consideration of cost or price. The closer offerors are determined to be in technical merit, the greater the importance of cost or price in making an award. If offerors' proposals are evaluated as technically comparable, then cost/price will become an important consideration. A best value determination will be made. Technical Evaluation Criteria: The Government intends to evaluate quotes and establish one contract without discussions. Therefore, the offeror's initial quote should contain the best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept an other than the lowest cost/priced quote; and waive informalities and minor irregularities in quotes received. The contractor will be evaluated on the following criteria (100 points total): • Expertise in the federal budget process (25 points) • Ability to exercise judgment and work independently to prepare recommendation to the Chief Budget Officer, and NIAMS senior leadership (25 points) • Analytical skills(25 points) • Expertise in developing and managing the NIAMS budget electronic filing system (10 points) • Expertise in the NIH/NIAMS extramural mechanisms and grant analysis (15 points) FAR provisions and clauses that apply to this acquisition are: FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008); FAR 52.212-2 Evaluation - Commercial Items (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (AUG 2009); FAR 212-4 Contract Terms and Conditions - Commercial Items (JUN 2010); FAR 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (JUL 2010) is included with the following additional clauses: FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (OCT2003); and FAR 52.204-7, Central Contractor Registration (APR2008). Quotations will be due twelve (12) calendar days from the publication date of this synopsis or by April 04, 2011 8:00am, Eastern Standard Time.
