- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This Request for Quotation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50. (iii) This is a 100% Total Small Business Set-Aside. The NAICS code is 212324, Kaolin and Ball Clay Mining. The small business size standard is 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the lowest price, technically acceptable to the Government. Gateway National Recreation Area, Fort Wadsworth, Staten Island, NY has a requirement for purchase of 250 tons of Infield Topping/Ball field Mix that shall be delivered to a storage area located at Miller Field, Staten Island, NY. The Infield material will be used to restore the surface of the baseball fields within the parks. The Infield material shall meet the following requirements: 1.Particle size:a.Gravel > 4.75mmb.Sand > 4.75mmc.Silt.005mm-.075mmd.Clay <.005mm2.Composition:a.Gravel 0.1% (<1%)b.Sand 73.8% (70-75%)c.Silt 9.2% (5-10%)d.Clay 16.9% (15-20%) (vi) LOCATION: Gateway National Recreation Area, Miller Field Unit Storage area in Staten Island, New York. (vii) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery and acceptance.(viii) SCHEDULE: Delivery is required 14 days after contract award. The Infield material supplier shall deliver material to a paved storage site adjacent to the hangar at Miller Field. The final location will be determined by NPS. The Infield material supplier shall coordinate delivery with designated NPS field personnel. Delivery hours shall be 8:00am-12:00pm, Monday thru Friday only. Contractor must call prior to delivery.(ix) DOCUMENTS TO BE INCLUDED IN QUOTE: 1. A firm fixed price quote, using the attached bid schedule.2. Three (3) references of the proposed infield toppings delivered within the past three (3) years.3. Name, phone number, and address of your point of contact. 4. Proof of CCR Registration.(x) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. (xi) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xii) FAR provisions/clauses listed below apply. Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website.
