Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Hassan Albacha-Hejazi clinic is one of few clinics able to collect data and biological specimens from families with a history of oral clefts. In order to ensure detection of all important genetic affects, data collection from multiple families and family members are needed to improve the power of the study. Dr. Hassan Albacha-Hejazi, of the IBN Al-Nafees Hospital in Damascus, Syria, has identified additional new families from Syrian individuals which will provide a larger sample pool. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people’s health and save lives. The National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR), overall mission is to develop and implement technology for the rapid isolation, analysis, and treatment of genetic diseases. The Division=s research laboratories and clinical branches develop and use the most advanced techniques to study the fundamental mechanisms of inherited and acquired genetic disorders. Research also includes planning and conducting clinical trials to test DNA-based methods for treatment and perhaps the cure of such diseases. Researchers collect and study families in which important diseases are inherited as well as, translate basic science advances into effective, reliable, and cost effective DNA and cytogenetic-based diagnostics. This contract covers work to be performed as part of a continued collaborative effort under protocol OH97-HG-N035 approved by the NHGRI Institutional Review Board. The National Human Genome Research Institute (NHGRI), NIH is conducting a study of the inherited susceptibility to oral clefts, with emphasis on non-syndromic oral clefts. The objective of the study is to identify the gene(s) involved in heritable oral clefts by linkage analysis, association analysis and gene mapping strategies. Characterization of genes involved in causing inherited oral clefts could provide important insight into the inheritance and pathogenesis of this disease. As such, clinical data, family history data and blood samples from individuals in large families with multiple individuals affected with oral clefts is needed. Large families with multiple living affected family members are rare in the United States, given today’s small average sibship size, and thus it is important to obtain data on such families from countries where such families are more common. In the Syrian Arab Republic, family sizes are large and intergeneration times are much shorter than in the U.S. These services are needed since it would not be feasible, either logistically or financially, to bring the members of the participating families to the U.S to be seen at the NIH and investigators at the NIH have no way to identify families with multiple affected individuals who reside in the Syrian Arab Republic. A contract with a local clinician who has proven that he can enroll suitable families is the most efficient and most economical way to conduct this study. STATEMENT OF WORK The purpose of this procurement is to provide professional services to the researchers dedicated to the study. These services will be in the areas of: determination of eligibility, patient registration, clinical evaluation of family members, biological sample collection and shipment, recontact of previously studied family members as needed by the NIH scientists to update information or consents and to explain clinically relevant results if needed. The objective of the study is to identify the gene(s) involved in heritable oral clefts by linkage analysis and gene mapping strategies. Characterization of genes involved in causing inherited oral clefts could provide important insight into the inheritance and pathogenesis of this disease. CONTRACTOR REQUIREMENTS: The contractor will engage in several activities, including: (1) determination of eligibility, (2) patient registration, (3) clinical evaluation of family members, (4) biological sample collection and shipment, and (5) recontact of previously studied family members as needed by the NIH scientists for updating information, obtaining additional informed consent, and communicating results to families when approved by both the NIH and Syrian ethics oversight committees. REPORTING REQUIREMENTS AND DELIVERABLES: The contractor will work with the research team and other members of the NHGRI on a weekly basis. They will communicate progress and provide summary of activities, either orally or in writing, to Principal Investigator on a quarterly basis. In addition to the quarterly progress report, the contractor will deliver the pedigree data and biological specimens as collection of each family is completed. The contractor will meet the principal investigator at a scientific meeting as needed for planning and development of the data collection efforts. PERIOD OF PERFORMANCE AND LEVEL OF EFFORT: The overall estimated period of performance for the contract will be twelve (12) months. PROGRAM MANAGEMENT AND CONTROL REQUIREMENTS: The contractor will work independently with no direct supervision by any government employee. The study Principal Investigator and other research team members will provide guidance in terms of technical reporting needs and study requirements of the project supported. GOVERNMENT RESPONSIBILITIES: The contractor will provide his own supplies, computer equipment, and space to work. On occasions when collaborative efforts will occur, the contractor will have temporary use of government space and computer equipment on an as-needed basis. Industry Classification (NAICS) Code is 621111, Office of Physicians (except Mental Health Specialists), with size standard of $10.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-50 (March 16, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by March 29, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
