Description
Attachment 1 The Natural Resources Conservation Service announces a Request for Qualifications (RFQ) for qualified Land Surveying firms interested in contracting to perform surveying services in various locations throughout the state of Delaware. CONTRACT INFORMATION: The government contemplates the award of possibly one (1) to ten (10) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts resulting from this competition. The initial contract period will be for one year and the government may, at its option, extend the contract to a maximum of five (5) years by exercising each of four (4) one-year renewal options. It is anticipated that a maximum of $100,000 will be available for all contracts in total each year. The guaranteed minimum dollar value for the five year total contract period is $5,000. Contract ceiling amount is $500,000. DESCRIPTION OF SERVICES Successful surveyors or surveying firms will provide complete Right-of-Way/Easement surveys of various properties located throughout the state of Delaware. All surveys will conform to the Rules and Regulations for Land Surveyors in the state of Delaware, found in Delaware Administrative Code, Title, 24, Professional Regulation, Section 2700. Task orders will be issued by the Contracting Officer for each survey requirement and will be guided by the specific statement of work that will be included in the contract (see the sample "Statement of Work", attachment No. 1 - included for reference purposes only). Task orders will be more specific in terms of project location, acreage, survey requirements, deliverables, schedule, etc. Work under each of these task orders will be subject to satisfactory price negotiation prior to issuance of a Notice to Proceed (NTP). PRE-SELECTION CRITERIA 1. Offerors must either be licensed in the state of Delaware or have a licensed Professional Land Surveyor on staff that is licensed to practice in the state of Delaware. This individual must have been licensed in the state of Delaware for a minimum of three (3) years. 2. Offerors must have been in business for a minimum of three (3) continuous years, performing Right-of-Way/Easement surveys in the state of Delaware. QUALIFICATION SUBMITTALS Those firms that meet the requirements described and wish to be considered for qualification must submit the required information to Rhonda Tyndall, Contract Specialist, Natural Resources Conservation Service, 1221 College Park Dr., Suite 100, Dover, DE 19904. Responses must be received by this office no later than 3:00 p.m. April 25, 2011. Any incomplete responses or responses received after this time will not be accepted and will be returned to the offeror. Offerors should submit one (1) original and three (3) copies of the following: 1. Standard Form 330, Part 1 Architect-Engineer Contract Specific Qualification and Part 11 Architect-Engineer General Qualifications. The SF-330 must clearly indicate the principal office location where the work will be performed and the qualifications of the key personnel proposed to work on the contract showing all disciplines, all subcontractors, as well as their geographical locations. To be considered for qualification, offerors should include four example projects in Section F that best illustrate the proposed team's qualifications for performing the Right-of-Way/Easement survey work required. Note: submitting less than four example projects could result in a lower evaluation score. All parts of the SF-330 must be completely and accurately filled out with no missing or out of date information. Incomplete forms will not be accepted and will disqualify the offeror from the competition. 2. Offerors must either be registered or have a registered Professional Land Surveyor on staff that has been licensed in the state of Delaware for a minimum of three (3) years that will certify all work that will be performed by the offeror. Submit the name, registration number, and date of registration of this individual. This procurement is unrestricted and awards will be made without respect to the size or other socio-economic characteristics of a firm. The primary North American Industrial Classification System Code (NAICS) is 541370. A firm must be registered in the Central Contractor Registration (CCR), www.crr.gov, and in the Online Representations and Certifications (ORCA), www.orca.gov, in order to receive an award as a result of this solicitation. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to years of experience, specialized technical expertise, the geographic location of the firm, or other requirements listed. Selection of firms for price negotiation shall be through an order of preference based upon demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. EVALUATION FACTORS All firms responding to this announcement will be evaluated on the following factors, which are shown in descending order or importance. 1. Professional qualifications necessary for satisfactory performance of the required services (25%); 2. Specialized experience and technical competence in the type of work required (25%); 3. Capacity to accomplish the work in the required time (20%); 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (10%); 5. Geographical location to areas where the work will be required (10%); 6. Demonstrated experience with similar types of projects in the state of Delaware (10%).
